CHILD SAFEGUARDING:
Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting the country programs; or because they are responsible for implementing the police checking/vetting process staff.
ROLE PURPOSE: The Roving Supply Chain Coordinator is responsible for managing the Procurement of programmatic and non-programmatic goods and services.
Duties and responsibilities:
- Ensures that all our goods and services are procured in accordance with the timescales set and agreed with programme staff and SCI’s systems, policies and procedures, to support our programmes to deliver outstanding results for children.
- Ensures that “value for money” is achieved through competitive and transparent Procurement processes.
- Provides technical and strategic support to our national/ area/ field offices to increase Procurement capacity and to achieve the operational goals of the Country Supply Chain team.
- Monitoring purchase requests processing at Country Office Procurement Unit level and ensure timely processing aiming to improving sensibly the lead-times by coordinating with SCI suppliers & vendors.
- Responsible for SCI Sudan’s benefits tracking and reporting.
- Responsible for field offices in improving procurement processes & procedures.
- Review procurement plans and sourcing pipelines of all active awards and providing feedback and advice for improvements.
- Work with the country, regional & global procurement/Supply Chain colleagues to improve/transform Environmental/Sustainability of Procurement, Consultancy Services Procurement, Cash and Voucher Assistance services procurements and various strategic capability initiatives.
- Build on and develop the suppliers/vendor base to ensure the capacity and flexibility to meet all the country offices & field offices requirements – both in “steady state” and “emergency response” situations.
- Actively support Country Office & Field Offices to move to Business as Usual (BAU) on ProSave & Source-to-Pay technology solution (SAP Ariba).
- Responsible for the Functional Support Model in SCI Sudan to drive adoption and compliance to the ProSave & Source to Pay System.
- Accountable for procurement KPIs reporting and the generation of on-demand procurement reports.
- Work with all field offices in all Supply Chain Activities (Warehouse – Assets – Fleet – Procurement)
- Ensure TIM and Warehouse are operating within SCI SOPs
- Ensure Fleet Operations are within the SOPs of SCII
KEY AREAS OF ACCOUNTABILITY:
Strategy
- Develops and implements the country Procurement strategy aligned to regional and global Procurement priorities with the aim of delivering value for money to our donors, quality goods and services to our beneficiaries and exceeding our operational KPIs.
- Manage and communicate with senior internal stakeholders to promote the role of the Procurement function, to drive best practices and operational efficiencies for the benefit of the country.
Team Management
- Structure and implement a Procurement organizational structure in line with the target Procurement Country Office operating model to ensure teams or individuals are separately focused on management, sourcing and buying as discrete capabilities within the team.
- Provide leadership and management to Procurement team and functional leadership to Procurement staff at Area Office/ Field Office
- Oversee the implementation and monitoring of all Procurement processes to ensure compliance to procedures and timely delivery of goods and services.
Sourcing
- Develop, maintain and deliver the rolling Sourcing Pipeline.
- Work with internal stakeholders to understand future demand for programmes and internal office / functional needs and to forecast future demand.
- Advocate across the organization for effective planning of Procurement needs at the proposal stage.
- Plan the team’s activities to run proactive sourcing procedures (tenders, quotations) to meet project future demand.
- Deliver and/or oversee sourcing procedures to sign contracts and Framework Agreements suppliers that meet our business requirements and deliver value for money.
Buying
- Oversee all operational Procurement activities ensuring that we are receiving, validating and processing purchase requisitions in line with business requirements.
- Ensuring the tracking of Purchase Orders from issuance to order fulfilled
- Liaison with relevant internal departments and programmes to ensure that order fulfilment is on time and in line with expectation.
- Deal with operational challenges around deliveries and payment and escalate to relevant departments.
Governance
- Implement and ensure compliance to our Procurement Policy, Procurement Manual and established Procurement Procedures
- Set a strong tone from the top that fraud is unacceptable.
- Ensure that we are using recognized systems and processes, including put not limited to ProSave & Source to Pay.

Minimum Qualification, Skills and Experience Required:
QUALIFICATIONS
Bachelor’s degree in business administration or any relevant field; Supply Chain, Logistics, Procurement, Engineering, or related fields and/ or Chartered Institute of Purchasing & Supply (CIPS) (preferred) or equivalent Experience
EXPERIENCE AND SKILLS
- Proven and significant experience in Procurement and contract management, including an ability to review Procurement demands and trends, and to develop Procurement strategies.
- Minimum of 2 years of relevant experience working in logistics or Procurement, with in depth experience vis-à-vis the entire Procurement lifecycle.
- Sector experience in NGO/UN system is preferred but strong commercial sector candidate with a demonstrable interest and passion of the NGO sector will be considered.
- Experience with Strategic Sourcing, developing Category Strategies and running complex tenders.
- Experience using Procurement and Supply Chain Systems. – Preferably SAP
- Strong experience in some of our key programmatic categories (Supply Chain, Construction, Humanitarian Goods, Education Supplies, Medicines) or indirect categories (External Workers/Consultancy, IT, Property etc.).
- Willingness to undertake field travel as required and work in difficult environments according to travel environments.
- Excellent oral and written communication skills; Fluency in spoken and written English
- Excellent Skills in Microsoft Office pack – Power BI
