We are seeking motivated finance professionals who will lead the planning and coordination of mission-wide accounting and financial management activities, ensuring high-quality, accurate, and compliant financial information is delivered in line with MSF standards to support effective and transparent project operations.

As the Mission Accountant/Accounting Manager, you will play a key role in leading all mission-level accounting, treasury, and audit-related processes. With a strong focus on financial planning, coordination, compliance, and monitoring—guided by MSF financial standards, legal obligations, and internal protocols—you will ensure reliable reporting, sound resource management, and technical support across all projects

  • Being responsible for quality and timely accounting for the whole mission e.g. cash procedures, bank accounts,  receipts and supporting documents, electronic data entry, consolidation of overall mission accounting, monthly closing process and documents, ensuring strict respect of deadlines and strict compliance to MSF guidelines, financial standards and procedures.
  • Coordinating and overseeing the monthly and yearly closing of accounts and balance sheet, and reporting the mission’s accounting statement through monthly and weekly reports, in order to verify the evolution of project finances and provide information about them
  • Being responsible for the financial management of donor contracts e.g. preparing and verifying the financial reports to donors, following up and analyzing the need for amendments. Ensuring reporting conditions are met and stakeholders in the mission are informed of their responsibilities (for example, logistics for stock inventory, quotes)
  • Coordinating and overseeing the payment of tax liabilities in order to comply with legal obligations.
  • Coordinating and supervising the conduct of local audits relating to accounting, tax, labour, stock and asset management
  • Planning and supervising, in close coordination with the HR department, the associated processes (recruitment, training/induction, evaluation, potential detection, development and communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required and to improve people’s capabilities
  • Is the technical reference for any accounting-related issue including compliance with MSF financial standards and procedures, legal compliance, training and support on the MSF accounting software / system
  • When required, briefing all staff involved, on specific accountancy management (Mission Coordination Team, Administration Managers, Logistics Managers, etc)

 MSF Section/Context Specific Accountabilities

  • Coordinate and oversee the monthly and yearly closing of the mission accountancy and ensure strict respect of deadlines
  • Ensure compliance to MSF guidelines, standards, policies, and procedures: in particular financial standards and procedures (purchasing and payment validation procedures..) 
  • Responsible for quality and timely accounting: both paper accounting (invoices and receipts, required support documents and proper audit trail), electronic data-entry (encoding in the accounting software), including consolidation and archiving of the accounting journals. 
  • Coordinating and overseeing the payment of tax liabilities, Social Insurance in order to comply with legalobligations.
  • Responsible to prepare draft Trial Balance for local auditors and reports to Finance Coordinator & Accounting Referent in HQ  for final checking.
  • Coordinating and supervising the conduct of local annual audits.
  • Is the technical reference for any accounting-related issue including compliance with MSF financial standards and procedures, legal compliance, training and support on the MSF accounting software / system.
  • Can be asked to cover a gap in the project locations

Minimum Qualification, Skills and Experience Required:

EducationEssential bachelor’s degree in accounting, finance, business administration or any related Studies. 
Essential solid accountancy training and experience-professional accounting qualification. 
ExperienceEssential 4 years previous experience in similar relevant positions.
Essential solid accountancy training and experience-professional accounting qualification. 
Desirable 3 years previous experience in similar relevant positions in INGO Context.
Experience coordinating or supporting local audits.
Proficiency in budgeting tools, cost allocation methods, and expenditure monitoring.
Familiarity with financial dashboards, Excel-based monitoring tools, and data-quality checks.
Languages                       Mission language essential. Local language desirable.
KnowledgeEssential computer literacy (word, excel, internet).
Demonstrated knowledge of tax regulations, social insurance payments, and legal financial obligations.
Proficiency in accounting software and electronic data-entry systems.
Strong ability to maintain accurate documentation, audit trails, and financial archives.
Knowledge of payroll accounting, social insurance calculations, and labour-related financial obligations.
Local accounting standards, Desirable MSF accounting software, ERP system knowledge, local laws.
