WFP Sudan has the potential to reach millions of food-insecure people across Sudan – with a total of 4 million people assisted in 2018. WFP Sudan, one of the largest and most complex operations for WFP globally,  is currently rolling out its five-year Country Strategic Plan (2019-2023), which aims to provide emergency assistance through a hybrid approach (Cash, food and vouchers), along with life-changing types of programs (Nutrition, Resilience and School Feeding).

The Logistics Cluster Sudan is supporting partners operating in the Country with logistics coordination, information management, and common logistics services. This position will oversee the Cluster’s logistics activities (transport and storage), ensuring seamless provision to the partners.

As an introduction to the accountabilities

Supply Chain Planning and Optimization Service 

Planning equips Sudan County Office (SDCO) SC to achieve its strategic goals of being agile, reliable & cost-efficient, supporting quality & safety, and strengthening national capacities & markets. The Supply Chain (SC) Planning Service has been conceptualized to maximize and mainstream best practices developed across WFP in SC Planning. The Service supports and provides cross-functional collaboration, promotes end-to-end SC visibility, and leverages tools and analytics and optimization tools.

Supply Chain Management is at the core of WFP’s humanitarian response and, therefore, an area of strategic focus. SDCO aims to better integrate and continuously improve the process in its Logistics unit through continued innovation of the overall Country Office (CO) Supply Chain by; identifying, designing, and implementing initiatives on four levels: strategic planning, structure, processes & tools, and staff development.

KEY ACCOUNTABILITIES (not all-inclusive)

I. Provide specialized support to the LC operations and activities, following standard processes and contributing directly or indirectly to the effective delivery of NFIs.

2. Assist with logistics operations including all logistics assets to ensure timely and cost-effective delivery of logistics cluster partner’s cargo.

3. Supervise the work of support staff, providing practical advice and guidance to ensure individual and team objectives are delivered to agreed standards and deadlines.

4. Support the logistics Assistants and storekeepers in providing directions as to the operational requirements,

5. Regular visits to the logistics cluster warehouse for physical verification of stored cargo, by SRF and to support the storekeeper on the best warehouse practices.

6. Always present positively and professionally to service users.

7. Record and maintain all relevant records regarding but not limited to cargo dispatches.

KEY ACCOUNTABILITIES (not all-inclusive)

8. Identify resolve and/or provide recommendations on specialized queries/requests for support, using initiative and following the standard processes, to ensure timely and accurate resolution of enquires with an excellent client service mindset.

9. Maintain a positive relationship with the logistic cluster partners in the various duty stations. ID. Support partners in dealing with complaints, feedback, and recommendations effectively.

10. Report all issues to the supervisor along with recommendations on how to improve the processes.

  1. Assist with the stock—taking of non-food items and ensure that established internal control mechanisms are in place and functional and all relevant records are maintained and accurate.
  2. Support in the consolidation and submission of the NFI stock status reports 14. Perform any other related duties as assigned by the supervisor. 15.

STANDARD MINIMUM QUALIFICATIONS

Skills Requirement

  • Sound Knowledge use of Office, Excel and Data Analytics Tools.
  • Highly numerate with an innate ability to analyze & interpret data quickly & recommend improvements.
  • Problem-solving skills.

Education

  • Completion of secondary school plus a post-secondary certificate/Diploma in any other relevant functional area .
  • Education: Completion of secondary school education experience: A minimum of six years of work experience, preferably in fields such as Logistics, Finance . 

Languages:

  • Fluent in oral and written English and Arabic, including technical writing skills.

ORGANIZATIONAL CONTEXT

These jobs are found in Headquarters (HQ), Regional Bureaux (RB) and Country Offices (CO and Area/Field Offices. Job holders report to a Logistics Officer, Head of Unit, or the designate.
At this level, job holders demonstrate responsibility and initiative to respond independently to queries with only general guidance for all assistance modalities for both WFP and logistics common services. There is a requirement to use judgment in dealing with unforeseen problems daily. Job holders typically manage a small team, supervising and coaching staff.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Experience working with government or humanitarian agencies (e.g. UN, NGOs, etc.) is preferred, particularly in humanitarian logistics.
  • Experience in SC-related industry (e.g. supporting S&OP-type processes, material planning, distribution planning, procurement, shipping, etc.).
  • Experience maintaining corporate systems and running queries on ongoing shipments, pipeline information, and food stock.
  • Experience in using analytics to support operations management (e.g. planning, optimizing supply chain networks, developing KPIs and visualization dashboards, etc.).
  • Experience in business analysis, process mapping, data transformation and analysis, presenting conclusions to senior management, etc.).
  • Effective people skills, working individually and in a team in a multi-cultural environment.
