Background:
Planning, coordinating, implementing, and monitoring all logistics activities in the project related to Water, Health, and Sanitation, according to MSF protocols and standards to ensure the optimal running of the project.
Duties and responsibilities:
- In collaboration with the Project Coordinator and the Medical Coordinator, planning, elaborating, and reviewing the annual budget for the WatSan activities to identify and give respond to the needs of the mission and the targeted population.
- Monitoring on a day-to-day basis the implementation of the WatSan activities in the project ensuring compliance with MSF standards, protocols, and procedures, and reporting to the Project Coordinator or WatSan team leader on the development of the ongoing programs including the following:
- Designing, implementing, and managing all WatSan interventions in the project. (including, but not limited to: water supply, excreta disposal, waste management, hygiene, and infection control
- Conducting routine WatSan assessments in collaboration with project medical teams to identify WHS needs at the project level, and making recommendations for response activities to the line manager (e.g. Project/Field Coordinator, WatSan Coordinator/Team Leader). Ensuring the WatSan contribution to the development and planning of emergency response strategies and resources, in collaboration with the medical and logistical teams
- Ensuring availability, proper supply, and appropriate technical specifications of required materials and equipment through planning, organizing, and overseeing the inventory of the WatSan stock
- In collaboration with the Project Coordinator, Medical Coordinator, WatSan team leader, and HR Coordinator, participating in the planning and implementation of HR-associated processes (recruitment, training, briefing/debriefing, evaluation, detection of potential, development, and communication) of the staff under his/her responsibility to ensure both the sizing and the amount of knowledge required to correctly perform all WatSan activities about his area
- Providing technical support to the medical team in identifying possible “risk factors” (e.g. behavioral practices, environmental sources of infection, and transmission routes) and offering solutions for infection control. Actively contributing to the integration of WatSan activities in the medical intervention offering project proposals and work plans.
- Ensuring proper collection and monitoring of WHS data. Ensuring multidisciplinary data availability. Providing analysis of data and regular reporting of results (as requested by line management)
- MSF Section/Context-Specific Accountabilities
In June 2023, MSF began working with Al Nao Hospital, providing support to the Emergency Room and chronic disease clinic, and with Al Saudi Hospital, ensuring access to comprehensive SGBV care. MSF aims to ensure that the water and sanitation facilities are functioning and well maintained in Al Nao and Al Saudi Hospitals, according to MSF Essential WatSan Needs in Healthcare Settings. MSF also aims to advocate for full functionality at the Al Manara Water Station, which provides about 80% of the total water in Omdurman.
The WatSan Manager will be responsible for the following:
- All typical WatSan interventions in a healthcare facility (water supply, excreta disposal, grey water management, rainwater management, waste management, hygiene, vector control, expired drugs disposal, and infection control)
- Create and maintain relationships with other WASH actors in Khartoum and Red Sea States, and attend regular WASH meetings
- Analyse monthly data collected, share information with WASH clusters and advocate when needed
- In close coordination with WatSan TL/WatSan Co, ensure project emergency preparedness stock is available and refurbished ASAP after used
- Coach and build the capacity of MSF WatSan staff in the project
- Share monthly WatSan reports with MTL and WTL timely.
- Review the MMR for trends that could be affected by WatSan interventions (AWD, HEV, Malaria, etc.)
- Assist the supply team in periodically performing inventory checks on WatSan items and equipment.
MSF may respond to future and unknown emergencies throughout Sudan. In 2023, MSF-Holland worked in the following states: Red Sea, Kassala, Gedaref, and South Darfur. MSF oftentimes requests that project staff relocate for temporary periods to support emergency-style interventions.
As the WatSan Manager, you may travel to support MSF emergency interventions across Sudan when required. The activities could involve WatSan interventions in healthcare facilities, refugee camps, IDP gathering points, cholera treatment centers, and others.
Minimum Qualification, Skills, and Experience Required:
Education | Previous experience in technical aspects of water and sanitation works. Minimum of 6 months of hands-on WatSan professional experience in a humanitarian or international development setting.
