UNOPS-ETMCO is recruiting for this position: Associate Civil Engineer based in Kassala, Sudan.

Kassala Health Citadel is a newly designated tertiary healthcare hub established to provide holistic healthcare services for a population of nearly three million people in Kassala and nearby districts, as well as serving the currently internally displaced people (IDPs) and refugees camps in the area. The project is part and parcel of the Agency for Italian Development cooperation (AICS) initiative.

The project is at the fifth phase which is aimed to improve the uptake and quality of health care services as well as to provide a safe environment for patients living with disabilities by improving access to quality health care services as well as for those who are working in the healthcare facilities of the Kassala Health Citadel.

The project is to construct part 2 of phase 1 of the new general surgical unit with a total of more than 3,000 m2, construct the two main  roads of the citadel connecting the new general surgical unit with the other facilities; the blood bank, the maternity hospital, the diagnostic center and the new pediatrics unit. In addition to the rehabilitation of the external areas between some old existing facilities so that all these facilities could be accessible by vehicles or other means. Completion of those activities will help all residents’ specifically poor people, children, women and people with disabilities of the state to have access to quality health services in their state. 




Under direct supervision and overall guidance of the Project Manager, the Associate Civil Engineer is required to perform the following specific duties and responsibilities ensuring their effectiveness, transparency and integrity:

  • Responsible for day to day coordination with the contractors and suppliers according to the needs and requirements on site.
  • Inspects and reports on Contractor’s works in progress ensuring that the Contractor meets the high quality standards expected by UNOPS.
  • Checks Contractor’s set out and works, including compliance with Contract Specifications and ensures that contractors comply with their work plans to complete work within a specified time  frame.
  • Provides support and technical guidance to the contractor and assists in resolving site problems, as necessary.
  • Attends daily the project site(s) in order to monitor progress of works, identifies the existing problems and provides appropriate solutions through application of sound engineering standards in consultation with the Project Manager.
  • Responsible for preparation of progress reports on construction activities, according to the agreed timeframe of works and submission of such on a weekly basis to the Project Manager.
  • Responsible for supervision of technical staff assigned to the project, and the assignment and monitoring of duties during the progress of  works.
  • Responsible for the preparation and verification of a database for the available materials shipped to the project, schedules of labour force, and monitoring of quality of such during the progress of works.
  • Assesses the work activities of contractor/s, measures completed work and makes recommendations to designated UNOPS project manager for progress payments to contractors.
  • Maintain records; compile periodic reports and any specific reports required by UNOPS standard procedures.
  • Coordinates between Contractor/s and UNOPS.
  • Evaluates and assesses works schedules and programmes, including the comparison with the schedule baselines and reports to the Project Manager accordingly.
  • Checks all laboratory reports, operation and maintenance manuals, and keeps records and reports to the Project Manager accordingly.
  • Checks, verifies and approves the interim payments submitted by the Contractor/s and submits detailed reports to the Project manager.
  • Assesses and reports on the project closing plans, archiving of cost and progress reports and hands over all related reports to the Project Manager.
  • Performs other related duties as required by the Project  Manager.

The effective and successful achievement of results by the Associate Civil  Engineer directly impacts the successful delivery of the project on time, budget and quality to the expectations of all stakeholders.  This consequently reinforces the visibility and image of UNOPS as an effective service provider in project services and management and strengthens its competitive position as a partner of choice in sustainable development and project services.


Education.
Completion of secondary education is required.

A Diploma in Civil or Construction Engineering from a recognized institute is desirable.

A first-level (Bachelor’s) university degree in Civil or Construction Engineering is an asset, but not required, and may be considered as a substitute for 4 years of the required work experience.
ExperienceA minimum of six (6) years of relevant working experience is required in Civil & Structural Engineering Design/ rehabilitation and construction of new health buildings or similar buildings is required. 

A minimum of two (2) years of experience in using Microsoft Project or Primavera is required.

Experience in using the following design softwares: Robot, Revit, MasterSeries, AutoCAD, AutoCAD, Civil 3D, Etabs, Prokon, CADS RC and excel spreadsheets is desired.
LanguageFluency in written, spoken and reading  English is required.

Knowledge of another official UN language is an asset.
