General responsibility:

Under the supervision of HP/Shelter Supervisor, HP/Shelter Officer is responsible for the good running of Hygiene Promotion and Shelter activities at the field level within his/her team.

In the course of undertaking tasks, his/her represents Triangle with professionalism, honesty, and commitment and attempts at all times to maintain TGH’s good reputation through the work implemented.

1. Responsibilities and related tasks

Team Management

Organise and supervise the work of his/her Hygiene Promotion and Shelter field teams according to planning defined by TGH HP/Shelter Officer strategies and as defined by HP/Shelter Supervisor.

Coordinate with Water Supply and Sanitation (WatSan) TGH field staff to ensure that the hardware and software aspects of the WASH response are in adequacy with TGH objectives.

  • Coordinate with TGH WatSan team to ensure that the hardware and software aspects of the WASH response are in adequacy with TGH objectives.
  • Make weekly and monthly planning with his/ her team in coordination with HP/Shelter Supervisor.
  • In collaboration with WatSan Officers, facilitate and implement the Community Lead Total Sanitation (CLTS) approach in target villages as per the project design.
  • Conduct Hygiene Promotion and Shelter training courses for the HP/Shelter team (should be referred to the HP/Shelter Supervisor) and responsible for providing specifications related to WASH/ Shelter NFIs and distribution role.
  • Participate in the weekly meeting.
  • Share regular weekly activity plans and activities updates.
  • Report to the HP/Shelter Supervisor any problem with his work/duties that could prevent the realization of the activities

Activities implementation & monitoring

Contribute to settling a program of hygiene promotion, and shelter, by assessing and promoting the evolution of hygiene habits and perception within the area of intervention.

  • Use participatory methodologies to assist target communities to identify their health and hygiene issues and develop appropriate community-driven solutions within TGH WaSH Team strategies.
  • Conduct rapid needs assessment to define the urgent needs of shelter as per selection criteria
  • Take the lead in the implementation of the CLTS approach in the target communities.
  • Work with identified community groups to adapt community–based hygiene messages and approaches, including organization of mass events.
  • Liaise with community influencers in the target communities, local authorities, and community groups to facilitate community involvement in the design and delivery of essential WASH and Shelter activities and facilities.
  • Coordinate and participate to WASH event days (World Water or Sanitation Day, mass hygiene campaigns, HP school clubs competitions, jerry can cleaning campaigns,… etc) with other TGH sectors and/or other implementing organisations in the area
  • Supervise directly on the field the garbage cleaning campaign in collaboration with Garbage collectors.
  • Conduct regular health monitoring walks, make observations, and collect hygiene data within the community and ensure that this information is included in monthly reports
  • Conduct Surveys on Water, Sanitation, and Hygiene issues when requested
  • Support sensitizing the targeted community after finishing latrine construction to use the constructed latrines and them always clean.
  • Integrate HP/Shelter activities with other TGH sectors and use these programmes to promote sanitation and hygiene awareness and practices in the community.
  • Ensure the construction and/or the maintenance of construction works using TGH tools (in particular) and according to TGH internal rules.
  • Identify the sites where shelter work is to be carried out.
  • Carry out technical assessments of identified sites and make recommendations for appropriately tailored interventions.
  • Train daily workers and other hired skilled laborers.
  • Allocate tasks and supervise the on-site workforce according to instructions given by the HP/Shelter Supervisor.
  • Carry out work according to technical guidelines and estimates.
  • Provide the HP/Shelter Supervisor with requests regarding material, tools, or service needs regularly according to the needs.
  • Produce with the supplier the Quality and Quantity check at the end of each work to release payment using TGH internal tools.
  • Supervise contractors engage with communities, and ensure the best use of available resources for shelter construction.
  • Organize, plan, and supervise community participation.
  • Manage the supply of worksite materials as instructed by the HP/Shelter Supervisor by collaborating with the logistics department.
  • Report to the HP/Shelter Supervisor or in his absence; to the WASH/Shelter DeputyProgram Manager on the state of ‘field’ stock on his/her sites.

Reporting/communication /representation

Contribute to settle a program of hygiene promotion and shelter, by assessing and promoting the evolution of hygiene habits and perception within the area of intervention.

  • Responsible for HP/Shelter activities in the monthly follow-up reports and weekly HP/Shelter reports to HP/Shelter Supervisor.
  • Participate in WASH/Shelter surveys reporting and WASH MS Reporting.
  • Responsible for entering the data of HP/Shelter monthly surveys.
  • Have to contribute to project intermediate and final report.
  • Keep his/her monitoring tools and files archived in the TGH office, accessible to his/her HP/Shelter Supervisor.
  • Take part in seminars and workshops related to the carrying-out of activities and to project objectives when requested by the HP/Shelter Supervisor.
  • Report back all information or problems linked to his/her activity TGH programs or safety issues.
  • Listen to and coordinate with the local population and authorities to identify any needs, complaints, or major events that could affect the activities of TGH.
  • analyse the humanitarian situation by taking into account protection issues/Do No Harm to the population.
  • Take part in lessons learned workshops and other program evaluation activities.

Planning

Contribute to draft HP/Shelter activities planning according to the strategy.

PSEA & SAFEGUARDING:

  • Assist in the management of skilled and basic workers of the team.
  • Support and monitor that TGH staff respect the PSEA and Child Safeguarding guidelines.
  • Ensures that TGH staff and partners respect and implement the Child Safeguarding Policy

Personal capacity-building

  • The HP/Shelter Officer will deliver WASH related intervention in the field, the incumbent is responsible to lead the construction of emergency shelter, distribute shelter NFIs, training the community on shelter construction, Âhygiene awareness through home-to-home visits, focus group discussions, and mass hygiene campaigns to sensitize the community on good hygiene practices distribution of hygiene materials and build the capacity of Community Hygiene key Promoters.
  • Support the KAP and Shelter surveys and the post-distribution monitoring (PDM), baseline, and end line in close coordination with the MEAL department.
  • Mobilize the local communities to change behavior regarding hygiene practices.
  • Support Community-based – Based Hygiene Promoters on awareness raising through home-to-home visits care groups, mass events, and distributing IEC materials.
  • Conduct training for hygiene key promoters and deliver regular supervision of sanitation and hygiene activities in the field.
  • Close supervision of hygiene and shelter NFIs kits distribution and make sure that every beneficiary received the entire package of shelter and hygiene kits.
  • Ensures that TGH global policies for Child Protection and Gender Equality and Inclusion are fully embedded by the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility.
  • Participate actively in the training courses recommended by TGH, and share new skills and knowledge with his/ her team or colleagues and TGH’s partners (WES, water committees).
  • Inform his/her supervisor about identified training needs and training opportunities on his/ her job-related matters
  • Co-operate in the supervision of partner organizations according to TGH partnership agreements whenever necessary.

Perform any other task relevant to the scope of work as assigned by the line manager based on TGH project needs.

Minimum Qualification, Skills and Experience Required:

Required knowledge and Skills:

  • University degree in Environmental Health, public health, Civil Engineering or a related subject.
  • Minimum 3 years of total experience in Hygiene promotion, Shelter and in the WASH sector.
  • Substantial experience in coordinating, mobilizing community, planning, implementation, supervision, monitoring and reporting.
  • Ability and willingness to travel and work in rural areas where the project is implemented, within approved security frameworks.
  • Strong interpersonal skills, communication, presentation, and facilitation skills and an ability to train and mentor staff and hygiene key promotors
  • Knowledge and demonstrated experience in HP approaches including WASH in Emergency, PHAST, child-to-child approach, Care group, and CLTS have added value.
  • Speaking, reading, and writing English and Arabic fluently.
  • Very good verbal communication skills
  • Ability to raise community’s awareness and motivation
  • Computer skills (particularly Excel, Word and databases).
