In recognition of the increased food security needs and use of cash transfers in Sudan specifically in humanitarian responses, and the need to support emergency food security responses, livelihoods recovery and resilience building, this position is specifically created to lead  implementation of  innovative group cash transfer program in Khartoum under BHA program, with emphasis on effective supervision of project implementation processes,reporting and continuous quality improvements. 

  1. Cash Transfer Implementation:
  • Collaborate with local grassroots organizations, ERRs, and community groups to ensure smooth implementation of cash transfer activities.
  • Ensure the participation of local community leaders in the identification and selection of recipient groups.
  • Provide training and technical support to grassroots groups on cash transfer fundamentals, financial management, safeguarding, and monitoring.
  • Assist in the development and dissemination of toolkits, guidelines, and best practices for group cash transfers.
  • Prepare disbursement plans for group cash transfers in Khartoum and submit them to the finance department.
  • Ensure cash is distributed through agreed mechanisms (e.g., BOK/Bankak app) and monitor the safe receipt of funds by beneficiary groups.
  • Verify that cash transfers are executed on time and in compliance with agreed processes.
  • Support the Cash/FSL Coordinator to ensure adherence to disbursement timelines and financial procedures.
  • Engage with community leaders and group representatives to ensure smooth operations.
  • Conduct follow-ups with groups to monitor the utilization of funds and compliance with project guidelines.
  • Log any feedback or complaints received, and work with the MEAL team to ensure quick resolution.
  • Engage with relevant stakeholders, including OCHA, CWG, CVA partners, and community-based organizations, to align activities and avoid duplication of efforts.
  • Participate in coordination meetings with relevant clusters and humanitarian actors.
  • Support the coordination of joint assessments with other humanitarian partners, and ensure findings are shared to enhance collective programming.
  • Update
  •  the Cash/FSL Coordinator on progress, challenges, and any issues arising in the field.
  1. Monitoring and Reporting:
  • Conduct regular monitoring visits to beneficiary groups to ensure proper utilization of the funds.
  • Work with MEAL team to conduct post-distribution monitoring (PDM), household surveys, and focus group discussions to gather feedback from beneficiaries.
  • Support the Cash/FSL Coordinator in tracking and reporting on program progress and outcomes.
  • Support MEAL team on the documentation of  lessons learned and contribute to impact evaluations to inform future programming.

Essential

  • University degree in Social Sciences, Development studies, Rural Development, Agriculture/food security, Economics and/or related discipline.
  • Minimum 3 years of experience from working as an assistant or officer level humanitarian setting managing food security and Livelihoods programming 
  • experience of operational aspects of Cash Transfer and FSL Programming. 
  • Understanding of field level representation with key stakeholders and co-ordination with other NGOs/UN 
  • Strong ability to work with diverse groups/individuals – ranging from local partners, local authorities, humanitarian community and the private sector.
  • Demonstrable understanding of M&E and beneficiary accountability 
  • Excellent planning, management and coordination skills, with the ability to organise a substantial workload comprised of complex, diverse tasks and responsibilities 
  • Politically and culturally sensitive with qualities of patience, tact and diplomacy;  
  • A high level of written and spoken English; 
  • The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances; 
  • Good attention to detail; 
  • Experience or knowledge of working and living in relevant regions/contexts;
  • Experience in the livelihood assessments, both field data collection and analysis.
  • Commitment to the aims and principles of Save the Children. In particular, a good understanding of the mandate and child focus and an ability to ensure this continues to underpin our support 

Desirable  

  • Experience in BHA/USAID programming at similar role.
