The Program Development Manager will support the Head of Program Development, PDQ Director and other country program staff to grow Save the Children funding and partnerships at the country level to resource the Country Strategic Plan.

To achieve the country’s program ambitions in line with SC’s Global Breakthroughs, the Country Office Program Development Manager will be responsible for managing the proposal development process for humanitarian, development and nexus awards and ensuring the final product is relevant, competitive, and timely. S/he will be responsible for working with the PDQ (TE and MEAL), ACCM, Awards, Risk, HR, Security, Supply Chain/Operations team to coordinate the proposal design process and collaborating with the Finance team to create the proposal budget for final submission to the donor. The Country Office Program Development Manager will be responsible for inputting into the capture planning and continuous learning processes where applicable.

In a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and vary working hours accordingly.

SCOPE OF ROLE:

Reports to: Head of Program and New Business Development

Staff Reporting to this Post: N/A

Key working relationships: Ensures appropriate coordination between CO SMT, Technical Experts/Operations, MEAL, PDQ Director, Finance, Awards, Human Resources, Supply Chain, Security, Partnerships, and other necessary stakeholders to establish and execute a robust proposal development process.

Identification of Funding Opportunities 10% 

  • Work with SC Members, SCI partnership teams and other key stakeholders to identify, research, and disseminate information on new funding opportunities from bilateral, multi-lateral, and other institutional donors;
  • Cultivate business relationships with external stakeholders and potential partners for large scale or strategic funding opportunities, either as a prime or sub-recipient in joint ventures; 
  • Explore and test potential private sector partnerships and keep abreast of local funding environment;
  • Pro-actively seek donor intelligence on prospective new opportunities or partnerships; 
  • Provide updated information to Member Services team to stimulate increased and new investments by SC Members in the Sudan country portfolio. 
  • Ensure key contacts, required formats and donor strategies are kept up to date at the country office level.

Donor Engagement, Capture Planning and Opportunity Preparation (NBD) – 20%

  • Work with Head of Program and New Business Development, PDQ/TE, and Operations to gather and assess donor, partner, and internal information relevant to emergency response.
  • Prepare materials needed for engagement with current and new donors, partners and relevant stakeholders and suggest ways to best engage.
  • Support Head of Program and New Business Development to strengthen country office capabilities on long-term capture planning for major and significant forthcoming funding opportunities.
  • Effectively analyse information about SC, the donor, and competitors in relation to the specific opportunity in order for the CO to determine competitiveness and capacity to pursue and facilitate facilitates high-level conversations with SMT on the Go/ No Go decision.
  • Ensure that country and member offices collaborate effectively to gather and assess donor, partner and internal information relevant to upcoming major opportunities.
  • Work closely with lead members to define and secure relevant staff and core proposal team members to successfully bid for significant and high value upcoming funding opportunities. 
  • Proactively address challenges that may hinder the proposal development process.

Proposal Development and Management – 50% 

  • Coordinates the proposal development process independently for funding opportunities with PDQ Technical Specialists including MEAL, Operations (for field team inputs, logistics requirements, costings, etc.), Security, Awards Management, Finance, and HR (for staffing requirements).
  • Produce proposal development schedules and track timelines, ensuring and facilitating coordination amongst teams (i.e. PDQ/TE, Operations, Finance, Supply Chain, HR, and Security).
  • In collaboration with Head of Program and New Business Development, Members, and Regional Office, broker technical assistance, compliance information/guidance, and other resources to support humanitarian proposal development needs.
  • Support the Finance team, PDQ and TE, Operations, Supply Chain, and other necessary stakeholders to develop a proposal budget.
  • Draft critical sections of the proposals that are standard inputs – such as capability statements, country context, and program experience, while drawing on technical specialists, MEAL, Operations, Finance, HR, and Security.
  • Ensure all internal process and annexes leading to the award handover are in place and produced in a timely manner and that the handover is handle in a way that enables operations staffs to fully grasp the overall action logic and its implication on operations.
  • Represent Save the Children as a generalist, alongside PDQ and TEs, in proposal development meetings and discussions.

Continuous Learning & Knowledge Management – 10% 

  • Ensure that all appropriate donor and Save the Children resources, templates, and tools are available to relevant staff, as well as a clear understanding of donor requirements.
  • Maintains robust knowledge management systems (OneNet, Workplace, Teams, etc.) to support intra-country office communication and continuous learning. 
  • Ensure all proposals and related documents are saved and circulated and work with Awards and Operations teams to share programme results and lessons learned.
  • Ensure linkages with the upcoming PRIME system, as relevant.

Humanitarian Response – 10% 

  • Support effective and joined-up strategic resource mobilisation for emergency response proposals.
  • Keep abreast of SCI overall operations in Sudan, challenges, achievements, adaptability, and good practices.

Background in donor and relationship management, proposal development and coordination required.

University degree (minimum Bachelor’s level) preferably in programme, resource and entrepreneurship development, project management or in any other field of relevance to development and humanitarian response.

EXPERIENCE AND SKILLS
Required 

  • Demonstrated experience in coordinating and facilitating the development of major proposals to institutional donors, multilateral agencies, corporate donors, and/or foundations.
  • S/he has demonstrated the ability to solve complex issues through critical thinking, analysis, the definition of an exact way forward, and ensuring buy-in.
  • A high degree of attention to detail and the ability to lead key tasks (eg. proposal development) to on-time completion under significant pressure.
  • Highly developed networking skills and ability to form productive working relationships with a wide range of internal colleagues and stakeholders (eg. programme, technical, awards, compliance, finance, program operations).
  • Good personal, organizational skills, including time management and the ability to meet deadlines and work under pressure.
  • Well-developed interpersonal and communication skills, including communicating with impact, influencing negotiation, and coaching. 
  • A high degree of flexibility and adaptability to respond to changing needs.  Ability and willingness to change work practices and hours in major emergencies, including traveling at short notice and extended periods. 
  • Experience in project and change management related to organizational development projects and international, cross-functional teams with a proven history of delivering results.
  • Fluency in English (fluency in Arabic, desirable)

Desirable

  • INGO, NGO, or nonprofit experience and an excellent grasp of operational issues.
  • Experience in developing project or proposal budgets.
  • Familiarity with local context and funding landscape.
  • Proven ability to write persuasive, competitive, and compliant narrative proposals for institutional donors. 
  • A detailed understanding of funding mechanisms for development work such as Save the Children’s.
