The Programme Development Officer will support the Head of BD, PDQ Director, and other country programme staff to grow Save the Children funding and partnerships at country level in order to resource the Country Strategic Plan. 

To achieve the country’s programme ambitions in line with SC’s Global Breakthroughs, the Country Office Programme Development Officer will be responsible for supporting the Proposal Development process and ensuring the final product is responsive, competitive, timely and compliant to all SCI’s internal checklist. S/he will be responsible for working with the PDQ, TE, Supply Chain, HR, Security, Risk, ACCM, Award and Operations team to coordinate the proposal design process and collaborating with the Finance team to integrate the proposal budget into the final submission to the donor. The Country Office Programme Development Officer will be responsible for inputting into the capture planning and continuous learning processes where applicable.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

SCOPE OF ROLE:

Reports to: Head of Programme Development

Key working relationships: Ensures appropriate coordination between CO SMT, Technical Experts/Operations, PDQ Director, Finance, Awards, Human Resources, Supply Chain, Security, Risk, Partnerships, and other necessary stakeholders to  execute a strong and smooth Programme Development process.

Budget Responsibilities: None

In good coordination with all parties involved, the Officer will remain primarily engaged to activities of the Country Office’s New Business Development and fundraising activities ensuring, to the extent possible, opportunities for the Officer to learn about and contribute for all stages of the programme design.

Tasks and Responsibilities

The Officer will support the Sudan Country Office BD team in programme development process through the development of quality concept notes/ proposals and other support materials for donors as assigned by line manager. She/he will work closely with the BD team at the CO to ensure proposals are of good quality and meet donor requirements. The post holder will support the CO on other tasks relevant as assigned by the line manager that are relevant for her/his learning.

Capture Planning and Opportunity Preparation – 30%

  • Work with Head of BD, PDQ/TE, and Operations to gather and assess donors, partners, and internal information relevant to upcoming major opportunities.
  • Support the CO in updating donor mapping and maintaining/updating the pipeline tracker, and CO funding tracker on a weekly bases, with analysis of donor and funding trends on a quarterly bases.
  • Maintain close monitoring on all UN related funding through the appropriate online channels (UNPP, GMS, etc), and research and source suitable funding opportunities/grants with details on requirements and restrictions, target groups and areas of interest. 
  • Support the BD team in completing the GO/ NO GO process for all relevant opportunities, ensuring Common Approaches integration, and the completion of the SMT GnG checklist. 

Proposal Management and Coordination – 40% 

  • Ensure that the BD online proposal calendar and fund tracker is updated, and all relevant colleagues are tagged in their tasks. 
  • Work with BD team to ensure smooth proposal kick-off process, capturing all actions, and assist the BD proposal lead in documenting actions and follow-up with relevant departments. 
  • Work with field colleagues to ensure that the staff and office needs received are adhering to the budget limit, and have the existing staff Oracle ID numbers captured. 
  • In coordination with relevant colleagues, ensure that all proposals have completed internal documents (SMT scorecard, PART, and GEM for all opportunities; and AMET, Construction Risk Assessment, Medical Risk Assessment, and CASH risk assessment for relevant opportunities, Enviromental Screening tool, Procurment Plan .. etc). 
  • Coordinates the Programme Development process for small-scale funding opportunities with PDQ Technical Specialists including other relevant departments for their inputs.

Continuous Learning & Knowledge Management – 30% 

  • Develop and maintain the Sudan CO donor engagement tracking tool, ensuring proper follow-up on actions from donor engagement across different levels (PDQ, Ops, or Awards). 
  • Update the emergency cheat-sheets on a quarterly bases
  • Ensure that all appropriate donor and Save the Children resources, templates, and tools are updated in Sudan BD team site and available to relevant staff.
  • Maintain strong knowledge management systems (OneNet, Workplace, Teams, etc.) to support intra-country office communication and continuous learning. 
  • Ensure all proposals and related documents are saved and circulated and work with Awards and Operations teams to share programme results and lessons learned.
  • Assist in drafting and circulating periodic reports, briefing notes, minutes from meetings and statistical data. 
  • Provide general office assistance; respond to information requests and inquiries as per CO needs. 
  • Any other relevant duties, as assigned by the line manager to support general work of the CO.

EXPERIENCE AND SKILLS

Required 

  • Excellent personal organisational skills, including time management, and ability to meet deadlines and work under pressure.
  • Well-developed interpersonal and communication skills including communicating with impact, influencing, negotiation, and coaching. 
  • A high degree of attention to detail and the ability to lead key tasks (eg. Programme Development) to on-time completion under significant pressure.
  • A high degree of flexibility and adaptability in order to respond to changing needs.  Ability and willingness to change work practices and hours in the event of major emergencies including travelling at short notice and for extended periods of time. 
  • Fluency in English. 

Desirable

  • INGO, NGO, or nonprofit experience and an excellent grasp of operational issues.
  • Experience in developing project or proposal budgets.
  • Familiarity with local context and funding landscape.
  • A detailed understanding on funding mechanisms for development work such as Save the Children’s.
  • Fluency in Arabic and English
