The Procurement Officer will provide:
The primary responsibility of the Procurement Officer is to coordinate and support procurement activities across Plan International Sudan’s Offices/Areas in compliance with organizational policies, donor requirements, and national laws. This role ensures efficient and transparent purchasing processes, working closely with Supply Chain, Programme, Grants, and Finance teams.
The position involves overseeing:
The Procurement Officer is tasked with processing requisitions, sourcing quotations, purchasing items, and following up on payments. The role includes managing tenders, supplier relationships, and contract negotiations. The officer is accountable for ensuring adherence to procurement procedures and mitigating procurement-related risks like fraud and corruption. Additionally, the officer is responsible for procurement planning, monitoring, tracking purchases, and ensuring accurate data entry for reporting.
Essential criteria for this role include:
Candidates must have a BSC in Procurement, Supply Chain Management, or a related field with at least Four years of experience in a humanitarian/refugee setting. Experience in working with donors (ECHO, SHF, SIDA, UNHCR) and expertise in procurement and logistics management are essential. The candidate should also have experience with SAP or ERP systems, excellent negotiation and analytical skills, and the ability to lead teams.

Physical Environment Requirements for the Procurement Officer Role Include:
- Travel Requirements: The role requires frequent travel (approximately 50% of the time) to various locations across Sudan, including insecure and remote areas where Plan International operates.
- Security Environment: The post is based in Port Sudan, but the incumbent will frequently operate in an unstable security environment, characterized by ongoing insurgencies and civil disruptions, requiring adaptability to challenging conditions.
- Field Deployments: As the first line for deployments, the role involves deployments to remote program locations with limited resources, requiring physical resilience and the ability to manage stress in high-pressure environments.
