The Operations Manager will provide
Strategic leadership and operational oversight to Plan International Sudan’s support services, ensuring the efficient delivery of supply chain, logistics, procurement, and administrative support to enable impactful program implementation. This role also ensures compliance with organizational policies, donor requirements, and local regulations, while actively monitoring safety and security to maintain an inclusive and secure working environment.
The position involves overseeing
The development and implementation of operational systems and procedures tailored to Sudan’s context, aligned with Plan International’s strategy. The Operations Manager will lead and manage a multidisciplinary team, including procurement, logistics, IT, and liaison coordinators, ensuring effective performance management and capacity development. The role requires maintaining positive working relationships with government authorities, donors, and other stakeholders, contributing to the successful delivery of Plan International’s mission in Sudan.
Essential criteria for this role
Include a bachelor’s degree in Procurement, Supply Chain Management, Economics, or a related field, coupled with at least five years of relevant experience in humanitarian or refugee settings. The candidate should have expertise in supply chain operations, donor compliance (e.g., ECHO, SHF, SIDA, UNHCR), and experience managing contracts and logistics in fast-paced, unpredictable environments. Proficiency in SAP or ERP systems, strong analytical and negotiation skills, and fluency in English and Arabic are essential.

Physical Environment
The role requires deployments to insecure and remote locations, demanding adaptability and resilience. Port Sudan serves as the duty station, but up to 40% travel to program areas is required, including areas with challenging security conditions.
Sudan’s security environment is considered unstable, with ongoing insurgency and civil disruptions. The Operations Manager must navigate these complexities while ensuring the safety and functionality of operations in diverse settings. This may involve working in harsh physical conditions, requiring strong emotional and physical stamina.
