MSF-Swiss is seeking to employ 1 (one) qualified candidate in the Khartoum Project for the position of PMR (Project Medical Referent) Support. Interested applicants may find the detailed job description of this position below.
Main Purpose of the position:
To support the Project Medical Referent (PMR) in ensuring effective coordination, communication, and collaboration with the Ministry of Health (MoH) and other partners; to contribute to medical data management, reporting, and institutional knowledge; to oversee staff health processes in line with MSF policies; to maintain medical information systems and supplies; and to participate in training and emergency response activities to support the smooth implementation of medical activities within the project.
Duties and Responsibilities:
Representation and stakeholder engagement:
- Represent MSF with MoH and other medical stakeholders when delegated by the PMR.
- Organize and attend coordination meetings (Health Cluster, Nutrition, etc.), share meeting minutes and feedback with the PMR.
- Act as liaison between MSF and MoH, ensuring data sharing, reporting, alignment on activities in line with MoUs or agreements and maintain institutional knowledge.
- Assisting the PMR in the stakeholder mapping
Staff health management:
- Implement and monitor the National Staff Health Policy in coordination with the PMR, ensuring appropriate medical consultations, referrals, and follow-up of staff.
- Check all medical cost reimbursement requests and invoices; validate in line with MSF’s policy and refer to PMR for approval and maintain monthly medical cost tracking
- Health briefing for new staff arriving in the project (IMS and LHS)
Monitoring and reporting:
- Contribute to the medical reporting with a specific focus on activities under PMR support responsibility.
- Participate in needs assessments and exploratory missions to evaluate healthcare access and quality in target communities.
- Ensure the proper collection and reporting of medical information and epidemiological surveillance data from MoH and MSF-supported facilities.
- Oversee the management and organization of medical archives and records in the project, including classification, secure storage and confidentiality.
- Ensure accurate and up-to-date data entry and follow-up in Bibop or other MSF digital tools used for medical activity monitoring and institutional memory.
Internal coordination:
- Participate in internal medical meetings and coordination efforts; support the documentation and capitalization of medical knowledge within the project.
Emergency and rapid assessments:
- Actively participate in emergency response and exploratory missions as part of a rapid assessment team alongside the PC and PMR
Quality of care:
- Participate with the support of Project Medical Referent in different hospital committees: IPC committee, Antibiotic stewardship committee, Quality of care improvement committee, etc.
- Support medical managers and supervisors in the implementation and follow up of MSF/MoH protocols, (para) medical standards, the rules of hygiene and universal precautions in service.
Project management:
- Support of medical team by replacing temporarily a member of the medical team (MD, MAM, etc.) when needed).
- Participate in the discussions on the evolution of MSF project program, contributing with his/her experience to the improvement of the overall performance, adapting to changing reality and context.
Minimum Qualification, Skills, and Experience Required:
Education: Essential medical doctor diploma; desirable tropical medicine
Experience: 2-year experience minimum as a medical doctor; Previous experience at MSF or other NGOs desirable
Language: Fluent Arabic and English
Knowledge:
- Essential computer literacy (word, excel)
- Communication skills, and knowledge of Sudan health system. Experience in emergency settings is an asset.
