Ensuring general functioning of the pharmacy and supervising pharmacy supply chain processes in accordance with MSF standards, protocols and procedures, in order to ensure its efficiency and operating availability.

  • Ensuring storage, stock management and supply processes, as well as hygiene and security procedures, tools, and protocols (controlling pests and rodents), implementing appropriate quality controls and records, to ensure good storage conditions (temperatures, humidity and light exposure) and availability of drugs and medical material, according to MSF protocols, national regulations and in cooperation with the logistics department. 
  • Coordinating the delivery, reception and recording of international and local orders, in close coordination with the logistics department, updating stock files and informing line managers on their status (shortfalls, over-stocking, expiry dates), to permanently ensure security stock levels and ensure efficient management of stock. 
  • Supervising orders of medical and drug material to ensure an efficient and appropriate consumption pattern under budget constraints. 
  • Supervising the supply of drugs to patients, according to medical prescriptions, informing them on consumption patterns and keeping conditions to ensure their therapeutic progression 
  • Ensuring efficient supply to other pharmacies managed/supported by MSF according to orders and stocks and using cold chain when needed. Monitoring and analyzing orders of depending on pharmacies to avoid ruptures of stock or having expired drugs. 
  • Supervising, with the HR department, the associated processes (sizing, staff shifts, recruitment, training, performance evaluation, development and internal/external communication) of the pharmaceutical team and the nursing staff, to ensure both the sizing and the amount of knowledge required and to improve their dispensing capabilities. 
  • Recording all items received and issued in computer (Isystock) and reporting on drug consumptions and medical equipment dispensed according to protocols, informing on unusual patterns as well as forecasting future needs, to rationalize the budget and to ensure availability. 
  • Assisting in training of nursing staff regarding dispensing of drugs and their side effects

MSF Section/Context Specific Accountabilities

  • Ensure the pharmacy of the project is following good storage practices, good distribution practices, good warehouse practices and good pharmaceutical practices by working in close collaboration with the medical, logistics and supply team.
  • In close collaboration with logistics team, ensure that the central pharmacy and all the possible adjacent pharmacies of the project are following the same standard practices mentioned above, with special attention to organization, labeling, cleanliness and cleaning schedules.
  • Ensure that an inventory is performed in the central pharmacy of the project at the end of every month, in a cycle of two partial inventories and 1 complete inventory.These inventories must be done for the regular stock of the pharmacy stock, as well as the special stock available in the project, like EPREP/MCP/KITs. Ensure that the inventory data is encoded and the physical documents are filed and archived properly.
  • In close collaboration with the Project Pharmacy Manager and the Project Medical Referent, analyze the data of the inventories, proposing actions and solutions for the stock that will expire in the coming 6 months and place orders to avoid rutpures in the central pharmacy of the project.
  • In close collaboration with the Project Pharmacy Manager, analyze consumption trends and subtle changes in consumption according to seasonality, changes in context and emergency situation, informing the line manager and the medical team, proposing solutions to prevent misuse of the medical stock and advancing needs to prevent ruptures at project level.
  • Ensure all the documents related to the pharmacy are properly organized, filed accordingly, signed (when needed) and archived in a proper manner, for a minimum of 5 years, enabling audits.
  • Support the pharmacy team with the organization and mapping of the central pharmacy stock, including identification of the stock, labeling, organization etc.
  • Support and supervise the pharmacy team regarding the use and organization of the pharmacy documents, related to movements and organization, ensuring that the documents are filled correctly, properly, filed and archived in an organized manner. Special attention is required for the stock cards and documents related to stock movement.
  • Ensure the proper organization and management of the controlled drugs cupboard, assuring that all the movements are updated and the cupboard is inventoried every month.
  • Due to the nature of the context of the project and its strategic view, it is expected good capacity to overcome challenges, flexibility in behaviour and good capacity to redefine priorities, adapting to the constant changes of context, needs, managers and strategy on the region.
  • Capacity to work independently and good communication skills.
  • Good people management skills.
  • In close collaboration with the supply department, ensure that the central pharmacy and all the adjacent pharmacies of the project have all the materials needed for the routine activities, apart from the reception and shipping of medical orders.
  • Ensure that all the activities mentioned above, are also applied at end user units level, supporting them remotely and physically, in close collaboration with the team in those units and their line managers, along with the Project Pharmacy Manager and the Project Medical Referent.
EducationEssential, Pharmacy degree.
