INTRODUCTION

Save the Children believes every child deserves a future. In Sudan, we work to ensure children survive, learn, and are protected. Through the GFFO-funded project, we are advancing Anticipatory Action to reduce the impact of crises on vulnerable communities. Save the Children is looking for a highly qualified candidate to fill the above position.

The ACCM (Advocacy, Campaigns, Communications, and Media) Manager will lead the design and implementation of advocacy and communications strategies under the GFFO-funded Anticipatory Action project. The role will focus on generating and disseminating evidence-based messages, engaging media, coordinating stakeholder platforms, and influencing policy to integrate Anticipatory Action into humanitarian planning and response frameworks in Sudan.

The post holder will carry out these responsibilities in line with Save the Children’s vision, country strategic plan, and principle of Child Right Programming. 

KEY AREAS OF ACCOUNTABILITY

Advocacy and evidence generation:

  • Lead the development of advocacy materials (policy briefs, reports, case studies) showcasing the impact of Anticipatory Action in target communities.
  • Coordinate with technical teams and partners (e.g., OCHA, Start Network, Jameel Observatory) to ensure messages are evidence-based and aligned with national and global priorities.
  • Disseminate advocacy messages through Save the Children’s platforms and networks, including the Humanitarian Country Team (HCT).

Media and Public Engagement

Design and implement media campaigns (radio, TV, social media) to raise awareness of Anticipatory Action.

  • Build and maintain relationships with local and national media outlets.
  • Ensure consistent messaging and visibility of the GFFO project across communication channels.

3. Stakeholder Engagement and Policy Influence

  • Organize and facilitate stakeholder workshops and roundtables with government, donors, and humanitarian actors.
  • Advocate for the integration of Anticipatory Action into future Humanitarian Response Plans (HRPs).
  • Contribute to Technical Working Groups (TWGs) and submit policy recommendations to relevant authorities.

4. Coordination and Forum Strengthening

  • Strengthen coordination forums such as the INGO Forum and other Anticipatory Action platforms.
  • Facilitate collaboration and information sharing among humanitarian actors, local partners, and clusters.
  • Lead regular context analysis exercises (scenario planning, risk assessments) to inform advocacy and planning.

5. Monitoring, Reporting, and Learning

  • Track progress against advocacy milestones and reporting deadlines (baseline, midline, endline).
  • Document lessons learned and best practices for internal and external sharing.
  • Contribute to donor reports and internal learning processes.
  • Deliver against Anticipatory Action indicators 

Capacity building:

  • Identify advocacy and communications capacity gaps at the Country Office and its partners
  • Build staff capacity at all levels to ensure they are effective ambassadors for Save the Children’s work in Sudan
  • Develop and implement a general advocacy capacity building plan with particular focus on identifying, planning and implementing advocacy initiatives alongside methods and skills of documenting and communicating lessons learnt and good practices. 

Minimum Qualification, Skills and Experience Required:

QUALIFICATIONS & EXPERIENCE

  • Bachelor’s degree in social sciences, Development, Journalism, or related field.
  • Master’s degree in international relations, Development Studies, or Communications is an asset.
  • Minimum 5 years in advocacy, media, and communications within humanitarian or development settings.
  • Proven experience in child rights-based analysis and strategic advocacy.
  • Strong background in policy engagement, media relations, and stakeholder coordination.

Technical Skills:

  • Familiarity with Anticipatory Action, humanitarian systems, and Sudan’s policy environment is an advantage.
  • Excellent communication, writing, and negotiation skills.
  • Ability to produce high-quality advocacy materials for diverse audiences.
  • Skilled in context analysis, strategic thinking, and influencing decision-makers.

Languages:

  • Fluency in English (written and spoken) required.
  • Fluency in Arabic is an advantage.

Other Requirements:

  • Willingness to travel to field locations as security allows.
