Context:
Under the overall supervision of the Transition and Recovery Coordinator (TRC) Unit and the direct
supervision of the Coordinator of EBN of the Sub-Offices and in close cooperation with project staff,
engineering support staff will be recruited for each State (2 in total). the successful candidate will be
responsible for facilitating the implementation of hard compenet intervention such as basic infrastructure
and WASH under Peace and Recovery projects. This includes peacebuilding, resilience, and durable
solutions, as well as applying a community-based planning approach across the portfolio, including for
the Food Security & Livelihoods at the state level.
Core Functions / Responsibilities:
The primary objectives of the role are:
- To monitor and gather information on the implementation of IOM infrastructure projects in the
target locations that are inaccessible to IOM staff. - To develop the technical documentation, including the Bill of Quantities (BoQ) and drawings for
the intervention as requested. - To assess the impact of IOM interventions in these areas.
- To identify challenges and risks affecting project implementation.
- To provide recommendations for mitigating identified risks and improving project effectiveness.
The monitoring role will include the following key activities:
- Conduct regular monitoring visits to designated project areas to gather information on project
implementation and provide real-time updates to the IOM project management team and Senior
Engineers on the status of infrastructure activities and any emerging issues. - Inspect the progress of the work as per the contractors contract with IOM and submit to
TRC management and relevant Engineers. Identify issues and deviations and suggest and
initiate remedial actions. - Develop standard forms for regular monitoring reports including progress of work, adequacy
of materials used, and details of work done along with measurements to show compliance
with the BOQ and completion certification. - Supervise construction and rehabilitation to ensure that the building works are executed as
per specifications and bills of quantities Analyze field technical reports and discuss matters
that need attention with the management. - Submit weekly progress updates of all infrastructure activities in the target location in timely
manner – have detailed knowledge of every project in progress and keep track of the
implementation process. - Issue instructions to the contractor (s) and provide engineering supervision to the execution
of works - Certify that the construction materials brought to site by the contractor(s) are in accordance
with the specifications and are tested as per standard practices and ensure quality control - Prepare the certificates of works completed to be used in correspondence, application for
payments, application for inspection of works etc. in coordination with relevant units. Assist
in following up to ensure that projects are completed to a satisfactory standard before final
payment is authorized. - Maintain positive partnerships and coordination mechanisms with local partners including
communities, state authorities, sector leads, NGOs/CSOs, and other humanitarian and
development partners in fields. - Perform such other duties as may be assigned.
Required Qualifications and Experience
Education
- University Bachelor’s Degree in Civil engineering, Structural Engineering, building engineering or
a related field from an accredited academic institution and experience in urban development in
insecure, or post conflict environments with maximum one year of experience. Advanced
University degree in Civil and structural engineering considered an advantage.
Experience
- Recent graduate with field work experience (maximum 1yr) on development or
humanitarian programming; - Experience and ability to produce and/or check the drawings including but not limited to
site plans, architectural, structural and MEP drawings, cost estimation, BOQ and other
layout plans which may be presented by prospective contractor(s); - Experience in community engagement;
- Demonstrated capacity to understand and analyze local security and political context
- Local resident of the locality and well know to the community.
Skills
- Computer skills in Microsoft Office applications especially Word and experience in relevant civil
engineering software programs - Good writing skills
- Thorough knowledge and understanding of local context and dynamics
- Experience working on community projects
- Strong skills in analysis and problem solving
- Strong communication skills, including verbal and written.
Languages
- Fluency in English and Arabic is required (oral and written).
