Context:
Under the overall supervision of the Head of Programs in IOM Sudan, and the direct supervision of the Grants Management & Capacity Building (GMCB) Coordinator, the Senior Capacity Building Associate will support the organization and implementation of capacity building activities for non-government organizations (NGOs), community-based organizations (CBOs), and civil society organizations (CSOs) who are currently or may become implementing partners (IPs). The incumbent will assist in trainings, workshops, and related events, and contribute to assessments and documentation that facilitate the creation and maintenance of a vetted pool of implementing partners. These efforts will help strengthen local partner’s ability to deliver humanitarian, development, and peacebuilding assistance, in line with the principles of localization and community ownership, particularly in areas where IOM or the UN have limited direct access.
Core Functions /Responsibilities:
- Support the implementation of Capacity Building (CB) portfolio activities under the Grants Management & Capacity Building Unit, contributing to the delivery of activities in a high-quality manner.
- Support the implementation of CB activities, monitoring progress against project scope, budget, schedule, and quality, and checking compliance with component specifications, donor requirements, and IOM rules and regulations.
- Coordinate with IOM programme managers, colleagues and internal/external stakeholders on sector specific or cross-cutting CB activities as necessary.
- As required, contribute to the preparation of and support the delivery of trainings to staff and implementing partners.
- Assist in maintaining and updating a vetted pool of implementing partners in regions, in coordination with the Grant Management and Capacity Building unit. Support the identification of new partners.
- Support communication with the identified pool of implementing partners by sharing updates on activities, needs, and developments by the organization, and disseminating calls for expressions of interest within established network.
- Support in programmatic assessments of capacity and due diligence of IPs, in coordination with the Resource Management Unit and under the guidance of the GMCB coordinator.
- . Assist in collecting information from sector leads, community leaders, and local governments to support
- assessments of needs, challenges, and the capacity of potential IPs to operate in the area.
- Support the preparation and submission of internal and external reports, updates, and beneficiary lists for CB activities.
- Assist in monitoring the use of training materials, and the coordination of pre- and post- training assessments
and tracer surveys to track and evaluate the effectiveness of training and capacity building activities. - Support monitoring of project implementation, highlighting problems and suggesting practical actions to expedite the delivery of inputs. Compile progress and implementation information, and document significant project events, decisions, problems or deviations.
- Support the integration of cross-cutting issues such as environment, Accountability to Affected Populations (AAP), gender, children, Gender Based Violence (GBV), and other vulnerable groups in programme activities.
- Undertake duty travel, as necessary.
- Perform such other duties as may be assigned.
Required Qualifications and Experience
Education
- Bachelor’s degree in Political or Social Sciences, Pedagogy, Business Administration, International Relations,
Law or a related field from an accredited academic institution with four years of relevant professional
experience; or - High school diploma with six years of relevant professional experience.
Experience
- Experience in capacity building, including assisting in training delivery and preparation of training materials.
- Experience in supporting capacity assessments or due diligence process of implementing partners is an asset.
- Experience in humanitarian response programming, preferably supporting field operations.
- Experience in working with implementing partners, grantees, or third-party organizations to assist in programme
activities is an asset. - Experience in supporting coordination with donors and cluster or sectoral leads is desirable.
- Experience working within humanitarian ecosystem and coordination to assist in programme implementation.
- Experience in contributing to project documentation or reporting is desirable.
SKILLS
- Familiarity with the implementing partner/grant award cycle and internal procedures and controls for
supporting IPs will be an asset. - Knowledge of humanitarian sectors (e.g., WASH, Health, SNFI) and their core activities.
- Ability to support training and capacity building activities, including preparing materials and coordinating
assessments. - Basic knowledge of information management or grant management systems.
Languages
- Fluency in English (oral and written) and Working knowledge of Arabic
