The Health Manager provides strategic, technical, and managerial leadership for Medical Teams International’s health and nutrition programs in Gedaref State. The position ensures effective and efficient delivery of high-quality, integrated primary health care services for refugees, returnees, and host communities. Working closely with the Field Coordinator and in coordination with the Ministry of Health (MOH), Humanitarian Aid Commission (HAC), Commissioner for Refugees (COR), and key UN and NGO partners beneficiaries etc. The Health Manager ensures that project objectives, timelines, and budgets are met. The role includes strengthening local health systems, supporting capacity building for MTI and MOH staff, and ensuring accountability, equity, and adherence to humanitarian principles

Program Management and Technical Leadership

  • Oversee planning, implementation, and monitoring of MTI-supported health and nutrition programs in Gedaref, ensuring quality standards and donor compliance.
  • Lead preparation of work plans, budgets, and procurement schedules in coordination with the Field Coordinator and relevant staff.
  • Ensure delivery of integrated essential health services, including outpatient care, SRH, MCH, EPI, MHPSS, Nutrition,   communicable and non- communicable  disease prevention & management as well as community health.
  • Oversee application of MTI, Donor, MOH and WHO technical standards, infection prevention and control (IPC) protocols, and outbreak preparedness and response.
  • Conduct regular field visits for technical supervision, mentorship, and quality improvement.
  • Ensure timely procurement, distribution, and rational use of medicines and medical supplies.
  • Promote data-driven decision-making and adaptive management practices for continuous improvement
  • Work with operations departments – Finance, Logistics, Human Resources to ensure projects are implemented effectively and efficiently.

People Management

  • Support the Health staff on the overall implementation of the health project component 
  • Supervise and mentor health program staff, setting clear objectives and conducting regular performance appraisals.
  • Provide technical guidance, coaching, and training to strengthen staff capacity in clinical care, IPC, and health systems management.
  • Promote teamwork, respectful communication, and adherence to MTI’s Code of Conduct and safeguarding policies.
  • Support staff well-being and encourage a positive, accountable work culture.

Grant Management and Compliance

  • Support grant implementation for UNHCR, UNICEF, IOM, AFD, and other donor-funded projects, ensuring activities align with budgets and work plans.
  • Participate in Budget vs. Actual (BvA) reviews and recommend actions to address variances.
  • Contribute to proposal development and budget preparation for new funding opportunities.
  • Ensure compliance with MTI’s financial and operational procedures and donor requirements.

Coordination/ Partnerships:

  • Represent MTI in state-level health cluster and inter-agency coordination meetings.
  • Strengthen collaboration with MOH, HAC, COR, UN agencies, local partners present to ensure coordinated and complementary responses.
  • Foster linkages with Nutrition, WASH, and Protection sectors to promote integrated programming.
  • Support implementation of activities by local partners.
  • Participate in joint assessments and advocacy efforts to improve access to quality health services.

Safeguarding

  • Ensure the Safeguarding of program participants and employees through promoting an environment of awareness and upholding the code of conduct provisions of Medical Teams Protection from Sexual Exploitation & Abuse, Child & Vulnerable Adult protection, and harassment-free workplace policies. Incumbents will remain alert and responsive to any child and adult safeguarding risks, acquire relevant knowledge and skills which will enable you to promote strong safeguarding practices, understand the child and adult safeguarding policy and procedures, and conduct yourself in a manner consistent with the Safeguarding code of conduct and behavior expectations. 

Minimum Qualification, Skills and Experience Required:

Required: 

  • Bachelor’s degree in Medicine or Public Health or Nursing and related field
  • Registration and valid practicing license with the Sudan Medical Council or related body

Preferred:

  • Master’s degree in public health, Health Systems Management, or a related field

Required

  • Minimum 4years of health field experience with a busy project implementing in NGOs/UN agencies is required.
  • Experience in clinical medicine or community health is an added advantage. 
  • Familiar with primary health intervention modalities of static and mobile clinics/outreach activities.

Preferred

  • At least 3 years of experience in NGOs, especially in humanitarian/ emergency context
  • Demonstrated technical expertise in primary health care, including SRH, EPI, and community health experience in EPI, SRH/MCH/ community health etc.
  • Experience managing multidisciplinary teams and working with government counterparts
  • Familiarity with donor compliance and reporting, particularly for UNs, USG, ECHO, and AFD-funded projects
  • Familiar with Accountability for affected beneficiaries (AAP) and PSEA.
