Nature of the consultancy: Under direct supervision of the Project Manager, the Education Specialist
Consultant will support the implementation, coordination, and monitoring of the education component of the Sudan Integrated Social Sector Infrastructure Rehabilitation Project (SISSIRP) at the state level. The
consultant will oversee field-level activities related to the rehabilitation and equipping of education
facilities, teacher capacity building, and community engagement in line with IOM’s policies, AfDB
requirements, and the project’s objectives to restore access to quality, gender-sensitive, and inclusive
education services in conflict-affected areas. Coordinating and overseeing the implementation of IOM
activities at the field location level. The consultant will act as the focal point for IOM’s engagement with
local authorities, implementing partners, and other stakeholders to ensure the timely and effective
delivery of project objectives in line with IOM policies and procedures.
Project Context and Scope: The Sudan Integrated Social Sector Infrastructure Rehabilitation Project
(SISSIRP), funded by the African Development Bank (AfDB) and implemented by IOM, aims to improve
the livelihoods and resilience of conflict-affected populations through integrated interventions across the
health, education, and water sectors. In the education area, the project will rehabilitate and equip TVET
facilities across four states, support capacity-building of teachers, education administrators, and local
authorities, promote inclusive access to learning for displaced and vulnerable children and youth, and
strengthen community engagement and local education governance to ensure sustainability.

Organizational Department / Unit to which the Consultant is contributing.
African Development Bank (AfDB)–funded Sudan Integrated Social Sector Infrastructure Rehabilitation
Project (SISSIRP). The consultant will report directly to the IOM Project Manager and coordinate closely
with the project team in the field location.

Category A Consultants: Tasks to be performed under this contract:

  • Coordinate education activities within the assigned state in alignment with the SISSIRP work plan,
    ensuring complementarity with health and WASH interventions.
  • Oversee contractors and implementing partners for rehabilitation and equipping of education and
    TVET facilities, ensuring quality and timely delivery.
  • Liaise closely with State Ministries of Education and local education departments to align project
    activities with national education standards, policies, and curricula.
  • Provide technical guidance on equipment specifications, and standards for learning spaces in
    coordination with the Education Technical Officer and engineers.
  • Review the current education curriculum and teaching materials used in supported schools and
    TVET centers in coordination with the Ministry of Education.
  • Collect and analyze feedback from teachers, students, and school management to identify gaps
    and propose improvements to teaching content, methods, and learning outcomes.
  • Support the Ministry of Education in adapting and enhancing the curriculum where needed to
    reflect local context, gender sensitivity, and post-conflict recovery priorities.
  • Provide technical guidance and capacity-building to teachers, school administrators, and
    education officials on curriculum implementation, participatory teaching approaches, and
    monitoring of student learning.
  • Support the design and delivery of training sessions for teachers and administrators on new
    curriculum components, inclusive education, psychosocial support in schools, and safe school
    management.
  • Ensure that education interventions integrate cross-cutting issues such as gender equality, GBV
    prevention, disability inclusion, and environmental sustainability.
  • Contribute to project reports, situation updates, visibility materials, and success stories
    highlighting results achieved in the education component.
  • Support logistics, procurement, and financial planning for education supplies, ensuring
    transparency and accountability.

Performance indicators for the evaluation of results:

  • Timely coordination and completion of planned field activities.
  • Effective liaison and cooperation with key state-level stakeholders.
  • Quality and punctuality of reports and data submitted.
  • Compliance with IOM procedures and donor requirements.

Required Qualifications and Experience


Education

  • University degree in Education, Teaching, International Relations, Political or Social Sciences,
    International Development, International Relations, Conflict Management, Economic and Social
    Development or a related field from an accredited academic institution
  • Master’s degree will be an advantage.

Experience

  • Minimum five years (or three years with Master’s) of professional experience in education
    program management, preferably in humanitarian or post-crisis settings.
  • Proven experience in rehabilitation of schools/TVET centers, teacher training, and community
    engagement.
  • Experience with AfDB, World Bank, or other development partners is a strong asset.
  • Familiarity with education programming in fragile or conflict-affected contexts is desirable.

Skills

  • Strong coordination, leadership, and problem-solving abilities.
  • Excellent communication, negotiation, and interpersonal skills.
  • Sound understanding of humanitarian principles, and familiarity with the operational context of
    Sudan.
  • Ability to work effectively in complex, multi-stakeholder environments.

Languages

  • Fluency in English is required.
  • Working knowledge of Arabic is advantage.
