Qatar Charity – Sudan Office announces its need to hire a full-time Sudanese Finance Manager, provided that the following conditions are met:
- The applicant must hold a university degree in accounting.
- Preference will be given to candidates with professional certifications such as CPA, CMA, ACCA.
- Must have previous experience working with international non-governmental organizations (INGOs).
- Must have practical experience with ERP systems, preferably with Microsoft Dynamics 365 (MCD 365).
- Must have at least 10 years of practical experience in the accounting department.
- Preference will be given to candidates proficient in the Arabic language.
- Must comply with state laws.

Reporting Relationships:
- Direct Supervisor: Country Office Director
- Subordinates: Office Accountants – Assistant Accountant
- Internal Contacts: Field Office Management, Finance Department, Directors of the Operations and International Programs Sectors
Job Purpose Summary
The Finance Manager is responsible for:
- Providing financial reports and interpreting financial information regarding the office’s position to responsible parties and evaluators, and offering recommendations for future financial plans.
- Analyzing daily financial activities and providing advice and guidance to subordinates.
- Recommending strategic financial plans to maintain a stable and efficient system for managing office assets and available cash.
- Enabling stakeholders to make sound financial decisions and achieve the organization’s goals in the office efficiently and effectively.
Main Duties and Responsibilities
- Prepare the annual budget in line with strategic objectives in coordination with the Office Director and direct supervisors.
- Follow up on the annual plan and budget, verify implementation, and submit periodic monitoring reports.
- Verify the office’s accounting books and records, ensure compliance with approved financial procedures, and follow up according to the accounting standards adopted by the organization and the host country.
- Prepare financial statements, reports, final accounts, and annual closing; oversee all accounting and financial activities and submit reports.
- Analyze costs of projects and contributions and evaluate operational results and office performance against work plans.
- Review required administrative and financial reports and prepare monthly and quarterly reports for headquarters and donors.
- Supervise office financial operations, set goals, design a working framework, review and approve all office financial transactions, and ensure full compliance with policies and procedures.
- Ensure the implementation of financial decisions issued by headquarters and review accounts accordingly.
- Apply financial control systems and monitor their effectiveness.
- Approve year-end adjustment entries and submit them for final approval at headquarters.
- Prepare audit files for internal and external auditors and ensure all financial documents are reviewed and available when needed.
- Prepare annual financial statements in direct coordination with the external auditor.
- Protect office assets, investments, and projects through financial control.
- Manage office cash treasury, oversee inventory and asset registration.
- Review insurance procedures for the organization’s assets and properties against various risks (fire, theft, accidents) and verify adequate coverage.
Other Tasks
- Membership in procurement committees.
- Approve petty cash settlements.
- Approve accounts payable and receivable balances.
- Approve project and sponsorship balances, analyze surplus or deficit, ensure compliance with systems, and provide recommendations.
- Perform any other accounting tasks assigned by the direct supervisor within the scope of the job.
Job Requirements and Qualifications
Academic Degree:
- Financial Accounting or Finance.
Professional Certifications:
- ACCA – CFA – CMA – CPA
Experience:
- Minimum of 10 years of experience in an accounting role.
Skills:
- Strategic thinking.
- Full knowledge of accounting treatments for financial statement items.
- Preparing annual and detailed program/activity budgets.
- Full proficiency in Arabic and English.
- Interpersonal skills.
- Proficiency in Microsoft Office applications.
Knowledge:
- Financial sector roles and financial analysis.
- Broad understanding of financial trends.
- Budget preparation.
- Preparing accounting entries and yearly adjustment entries.
- Closing fiscal years and reconciling both summary and detailed balances.
- Experience with ERP systems.
Abilities:
- Interpersonal communication and presentation skills.
- Ability to manage, direct, and lead employees to ensure proper use of financial processes.
- Strong understanding of financial statistics and accounting principles.
- Knowledge of all legal regulations and legislation.
- Ability to take responsibility and accomplish tasks efficiently.
- Ability to analyze data and present recommended solutions to increase efficiency.
