Background:
The WASH and Shelter Officer (National) will support the implementation of an emergency response project funded by the Dutch Relief Alliance (DRA) in Sudan. The project is implemented through a consortium of four International NGOs and ten National NGOs, aiming to support host communities and internally displaced persons (IDPs). Although the target state is not directly impacted by active conflict. The position focuses on WASH and shelter-related interventions that contribute to restoring, rehabilitating, and improving facilities damaged or strained over time by different factors including displacement. The Officer will work closely with ZOA and its local partner Green Peace Association (GPA) to ensure timely, quality, and accountable implementation of planned activities, in coordination with education and WASH sector interventions. The role also includes monitoring partner performance, providing technical support, and ensuring activities align with project objectives, donor requirements, and humanitarian standards. The WASH and Shelter officer will also work closely with the partnerships and operational support departments.
This position reports to the Emergency Coordinator and is based in Gedaref with frequent travel to program sites across Gedaref and often outside Gedaref State.
Duties and responsibilities:
MAIN RESPOSIBILITIES/ ACTIVITIES:
Program Implementation and Management:
- Assist emergency projects coordinator to comply shelter, WASH and education needs assessments; collecting qualitative and quantitative data/measurement for repair assessment to develop BOQs and Specification.
- Represent and support the project coordinator in meetings (internal and external).
- Ensure appropriate evaluation, implementation and monitoring systems are in place.
- Supervise, manage and support staff, site engineers, local partner workers (as described above) in the whole project cycle management process by overcome the challenges, obstacles as well as the problems that could occur with beneficiaries and communities
- Being responsible for any evaluation and assessment at field level (with partners or internal to ZOA on WASH, Shelter and Education or multi-disciplinary approach)
- Ability to install, design or use Kobo and other toolboxes for collecting primary and secondary data during pre and post projects assessment process
- Lead the negotiation of any type of agreements with Officials, landlords, where appropriate.
- In coordination and prior approval from Project coordinator, actively participate in any kind of meetings with stakeholders (NGOs, local authority, Shelter, Education, WASH & construction group) meetings
- Day to day communications with project coordinator and/or Program general manager (PGM).
- Prepare and develop status reports as required by coordinator or management
- As per request, ensure proper filing of documents, construction tracker, distribution plan tracker and other required documents
- Readiness to respond to enquiries, needs and challenges that arise that are related directly or indirectly to their field of work.
- Actively involves in conducting Needs Assessments, joint and multi sectorial needs Assessments, and detailed technical and Construction assessments (including BoQs), drawings Scope of work, pre-site assessment form.
- As delegated by project coordinator, responsible for accurate and high-quality monitoring and evaluation of ZOA Shelter, WASH, education, construction or related activities. Meet ZOA standards and all construction standards.
- Support to design of data capture processes, analysis of information and data to address indicator reporting requirements; maintain CC files, data bases, and other archives documenting project progress.
Team Management and Capacity Building:
- Identify staff needs in terms of well-being and capacity building at field level.
- In collaboration with the project coordinator and PGM, actively involve throughout the process of recruitment of project assistants, consultant engineers and volunteers for the project team.
- In collaboration with PGM and Coordinator, identify capacity building requirements for the project team members. Deliver technical trainings and one-on-one mentoring.
- Supervise and coach all direct reports
- Promote and share ideas for technical improvement
- Ensure Shelter Team members use weekly work plans and reports
- Conduct trainings for relevant local NGOs and partners.
Partnership Management:
- Maintain working partnerships and good communication with representatives of ZOA Shelter, WASH and Education stakeholders.
- Build and maintain relationships with local municipalities and community leaders;
- Build and maintain partnership with local NGOs;
- In close coordination and collaboration with PGM and coordinator, maintain and establish good quality control measurement
- Schedule and organize meetings with implementing partners to discuss progress and challenges.
External Relationships & Representation:
- Ensure that programme interventions continue to be informed by and integrated with other core sectors of ZOA, such as WASH, Education, food security & livelihoods and CWG.
- Ensure activities are developed in partnership with relevant local authorities and other key stakeholders, including local partner and aim to establish/strengthen processes and mechanisms at local, state, and national levels.
- Promote the participation of PWDs in all aspects of the response where possible and appropriate.
- Contribute to the development of case studies for the purpose of reporting, advocacy and media efforts.
- Other relevant duties as assigned by supervisor to further ZOA emergency programs.
- Comply with ZOA policies and practice with respect CHS, code of conduct and other relevant policies and procedures.
Minimum Qualification, Skills and Experience Required:
- Bachelor’s degree in civil engineering, architecture, Construction, urban planning or other Built Environment related field.
- Minimum of three years of experience working on humanitarian programs in Sudan, preferably Gedaref State.
- Previous experience supporting multi-sector relief and recovery responses.
- Experience working with INGO and local partners in WASH and shelter and emergency. Computer literacy in Microsoft office is required

WE OFFER:
The salary scale for this position is ranged between H 5, 893 USD – H 6 937 USD per month based on experience and qualifications. All the recruitment process will take place in Gedaref.
