Background:

Execute administrative and finance related tasks and follow up of project accountancy to support the Project Finance Manager following  MSF standard and procedures, in order to ensure legal compliance and keep a strict control over monetary resources to achieve project objectives

1.Accountabilities

    • Implementing cash/Bankak mobile management procedures in order to ensure the highest control and security.
    • Assisting the Project Fin/HR Manager in the prevision of monthly treasury and planning in order to ensure the coverage of daily needs, advances on salaries, payroll, etc.
    • Processing the payment to suppliers, daily workers and incentives keeping strict on all documentation involved, checking the validity of invoices, approval signatories, and correctness of account codes. Informing the Fin/HR manager of any sort of disparity.
    • Carrying out all accounting tasks and activities, classifying, preparing, scanning and filing of all accounting pieces in accounting software/PHF with the support from the Fin/HR Manager and/or the Accounting Manager (ACMA), in order to ensure strict control of all expenditures and the reliability of statements and documentation.
    • Following up all expiring contracts dates and inform the Fin/HR Manager in order to leave enough time to arrange a renewal or look for some other alternative.
    • Making all administrative information available to the staff (posting, meetings, etc.), supporting the Project Fin/HR Manager in translating documents into local language and assisting in meetings upon request.
    • Controlling cash advances and their settlement. Recording all IN and Out transactions and investigating any discrepancy.
    • Performing monthly reconciliations before closing the monthly accounts, managing bank reconciliations and monthly bank statements if applicable.
    • Classify, prepare and scan all accounting pieces as requested by the Fin/HR Manager.
    • Any other administrative task delegated by the Project Fin/HR Manager.

    1.MSF Section/Context Specific Accountabilities

    • Carrying out HR tasks when necessary (absence/GAP).
    • Scanning and archiving important documents in SharePoint
    • Taking part in the new employee onboarding process (Finance briefing, safeguarding and abuse awareness topics, Perdiem, Inflation,).
    • Devote some of your working time to gathering feedback from financial partners and suppliers approved by MSF regarding delays to pending payments, when requested by the Finance Manager or Finco.
    • Update the daily worker follow-up and propose suitable proposals to minimise abuse cases in management.
    • Be available and able to support the organisation in covering gaps on any other project (at the request of the manager or coordinator).

    1.EducationFinance, business or administration related diploma.
    1.ExperienceEssential previous working experience of at least two years in relevant jobs. Desirable experience in MSF or other NGOs in developing countries.Working experience using SAGA is a strong asset
