Background:

We are seeking detail-oriented finance professionals who will support the coordination and implementation of mission financial activities, ensuring accurate accounting, secure treasury management, and compliant payment processes in line with MSF standards to maintain transparency, accountability, and operational continuity.

As the Finance Coordinator Assistant, you will support the coordination of accounting and treasury activities at capital level. With attention to detail and adherence to MSF protocols, you will manage non-cash payments, bank reconciliations, regulatory follow-up, and financial record maintenance, compliance monitoring, and treasury tracking to ensure sound financial governance.

  • Supporting the Finance Coordinator with delegated tasks to ensure proper management in the mission (budget, accounting, treasury, reporting, donors, auditing procedures, legal financial obligations, etc.) including the translation of documents and assisting in meetings upon request.
  • Keeping updated on local laws and regulations and informing the FinCo of any changes or misalignment with the practices in place. Ensuring respect and strict compliance to MSF standards (chart of accounts, quality of documents, guidelines, expense validation procedures, cash security rules, etc.)
  • Carrying out delegated accounting tasks and activities for capital, ensuring confidentiality on all finance issues related to MSF as well as the strict control of all expenditures and the reliability of statements and documentation.
  • Processing payments, ensuring that receipts and supporting documents meet the necessary quality standards.
  • Filling and/or scanning hard copies of documents, entering information in the accounting software and performing monthly closing procedures for the journals under his/her responsibility.
  • Following up on rental/service contracts and insurances dates and informing the FinCo on time to organize payments and renewals.
  • When requested, replacing other members of the Accounting Manager or Finance Assistant.

Treasury management:

  • Prepare and process non-cash payments in a timely manner, ensuring all supporting documentation meets required quality standards and has the required approvals before processing.
  • Maintain and regularly update the non-cash payment tracking sheet to ensure accurate monitoring and reporting.
  • Reconcile monthly non-cash payment records with statement and follow up on any discrepancies.
  • Liaise with banks and others to follow up payment-related issues, including delays or discrepancies.
  • Update bank signatory for all accounts whenever there are changes.
  • Share monthly exchange rates with relevant departments in a timely and accurate manner.
  • Follow up with and update the Finance Coordinator on any changes to bank policies, procedures, or requirements.

Accountancy:

  • Perform accounting tasks, including posting bank transactions in FFC.
  • Prepare monthly bank reconciliations, ensuring accuracy and timely submission.
  • Ensure proper filing and maintenance of accounting documents, both physically and electronically.
  • Support the Accounting Manager (ACMA) during the monthly accounting closure, as required.

Others:

  • Follow up on long-term service and rental contracts and inform the Finance Coordinator in a timely manner to ensure payments and renewals are properly arranged.
  • Maintain mission Tax, Social Insurance, and Zakat files ensuring proper documentation, timely follow-up, and adherence to required remittances and compliance deadlines.
  • Participate in briefings of new finance team members, as required.
  • Undertake other tasks assigned by the Finance Coordinator, including covering duties during colleagues’ absences, supporting projects during staff gaps, and assisting with the opening of new projects & others.

  • Essential finance, business or administration related diploma.
  • Essential previous working experience of at 2-3 years in relevant jobs.
  • Desirable experience in MSF or other NGOs in developing countries.
  • Training in financial management, treasury management, or audit procedures.
  • Strong knowledge of accounting principles and financial controls.
  • Proficiency in financial software systems and MS Excel (advanced level preferred).
  • Experience managing statutory compliance (tax, social insurance, regulatory filings).
  • Experience coordinating with banks and external financial institutions.
  • Essential B2 English and Arabic Level.
  • Computer literacy (word, excel and internet, Share Point).
