Role Purpose

Plan International Sudan aims to respond effectively, rapidly, and at significant scale to the core humanitarian needs of children and their families affected by the conflict between the armed forces in Sudan. Specifically, Plan International Sudan aims to minimize disruption to formal and non-formal education systems and to restore formal education services; strengthen the proactive environment for children and their families including age and gender appropriate services during and after disasters; create opportunities for and build capacity of young people affected by the armed conflict to generate income and to improve their life skills; and to become recognized actor in both in linking related community based interventions to national coordination and interagency mechanisms where Plan International Sudan will gradually take on leadership functions.
Dimensions of the Role
The post holder, will Coordinate (Implementing with partner) and manage the GPE BRIDGES project implementation in Khartoum. He/she will ensure that the project is implemented in target locations as per the signed agreement with the Consortium lead (Save the Children), donor and Plan International Sudan Country Office. She/he will coordinate all project activities with overall responsibility on this project in Khartoum. She/he will be providing hands-on guidance, support, mentoring and coaching to the Local partner staff in Darfur, including Officers, Case workers and Community Volunteers to ensure smooth and quality implementation of the project.
Accountabilities
Project Management
- Responsible for management of GPE BRIDGES project in the designated location ensuring that proposed results are achieved on time, within budget and in compliance with donor regulations
- Support the Partner staff in the target locations to ensure timely and quality implementation and monitoring of the project activities;
- Manage project budget including monthly budget/cash forecasting and quarterly budget revisions.
- In close coordination with the Project Manager, EiE Specialist, Humanitarian Response Manager, participate in concept and proposal development processes related to the project.
- Provide leadership on project implementation methodologies in line with good practice and in collaboration with the Project Manager.
- Conduct regular community engagement meetings with partner and key stakeholders such as the local authorities, Ministry of Social Welfare, camp management and community leaders to ensure good collaboration throughout the project cycle.
Budget management:
- Responsible for the budget, ensuring application and observance of financial procedures and guidelines set out in Plan International financial manual and donors’ requirements
- Follow up with the local partner on budget disbursement and utilization (if any)
- Ensure timely liquidations under the project
Capacity building:
- In coordination with the Project Manager, Partner staff and Technical Specialists, support in delivering trainings for staff, teachers, volunteers and PTAs, on SIP development, Child Protection supervision/coaching tools, monitoring and tracking, etc.
- Develop a capacity building plan for the local implementing partner under the project and ensure that the partner is trained.
- Work with government ministries to strengthen capacity on child protection, PSS, community-based programming and advocate for improved child protection systems and policies.
Reporting:
- Work with the PM to develop timely and high quality monthly, progress and final reports for external and internal use. These should be results-based and demonstrate progress against agreed indicators.
- Ensure appropriate, timely and accurate data collection against agreed indicators to enable both internal and external reporting.
Monitoring and Evaluation:
- Work closely with Monitoring and Evaluation team to ensure that Monitoring & Evaluation and indicator tracking plans for project activities in target locations are in place and, developing additional Monitoring & Evaluation tools as necessary to monitor project progress.
- Support the Monitoring and Evaluation team to assess needs or, coordinate and oversee needs assessments on child protection, to map out priority protection gaps and identify key resources and assets utilising Education cluster and CPIE Rapid Assessment tools
- Ensure that there is a functional & confidential complaints and feedback mechanism in place in the target localities and that complaints and feedback are regularly collected and provided in coordination with the MERL Manager/Coordinator.
Integration:
- Ensure referral systems (education, psychosocial, NFIs, nutrition, food security, etc.) are identified as appropriate within GPE BRIDGES project and are utilized
- Support in ensuring that child protection interventions are informed by and integrated with other core sectors of education, nutrition, food security and livelihoods.
Representation and coordination:
- Ensure the representation of Plan international in coordination meetings such as the Education and Protection Cluster, Child Protection and GBV AoRs.
- Ensure systematic coordination with Chad country office staff to facilitate aligned cross‑border programming, information sharing, and joint decision‑making throughout the project cycle.
- Any other tasks required.

- Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. Technical expertise, skills and knowledge
Essential
- University Degree, preferably with a Masters’ degree, Education, Development Studies, in Social Science, Social Work,
- A minimum of 5-7 years’ experience in Education work with a humanitarian organisation.
- Solid knowledge base and practical experience in community-based child protection approaches, case management, psychosocial support and child participation methodologies.
- Experience of managing the programme cycle, including assessments, proposal and report writing, Monitoring and evaluation.
- Strong experience and skills in management of staff from different backgrounds.
- Experience in building relationships, fostering interagency coordination and experience of representing an organization to external parties.
Strong self-starter, able to set up and manage child protection programmes
Desirable
- Proficiency in computer skills and MS applications
- Excellent report writing skills
- Knowledge of Arabic language
