The Senior Procurements & Logistics Officer is responsible for all procurements and logistics activities in the Country Office/ Khartoum/ Port Sudan and give technical support to Field Offices, and ensure adequate compliance to ZOA Procurement7 Logistics guidelines.

Responsible for Coordination of Supply Chain Management and supporting projects implementation.

Procurements:

Accountable for implementing and maintaining ZOA Global Procurement Policies & guidelines, SOPs and local procurement system adapted.

Coordinate, manage and be accountable for the procurement, supply and logistics support to ZOA operations, including the efficient, effective and transparent procurement of goods and services according to ZOA policies and standard operating procedures..

Ensure and continuous updating procurement plan, discussed with the relevant budget holders and/are reported/updated on a monthly basis.

Establish a reasonable and appropriate procurement lead-time for ordering and delivery of goods in both Country office and field offices. Ensuring this lead-time is followed and achieved as per the different project timelines.

Perform Market Analyses by collecting, organizing, and analysing market data and monitoring the Supply Market to ensure prices and Supplier offers are authentic and reasonable.

Provide technical support by reviewing field office procurement records to ensure compliance, maintain appropriate purchase documentation and obtain the necessary approvals.

Ensure due diligence compliance (counter anti‐terrorism watch list) by assuring all vendors/suppliers are vetted through the established system (Member check) and periodic evaluation of vendor/suppliers’ performance.

Maintain and manage relationships with suppliers including soliciting and negotiating quotes; maintaining continuous communication with suppliers including purchase order or contract confirmation, following‐up on deliveries or challenges.
Logistics:
Asset and warehouse Management:

Ensure proper tracking, maintenance, and recording of all ZOA assets in the asset register/database.

Conduct quarterly physical check and count of assets and submission of asset reports to Director of Operations for review and feedback.

Define and implement maintenance systems and procedures for assets, including training of staff and follow-up.

Assist programs to establish and implement a reliable stock distribution plan to avoid misuse, theft or expired items in the warehouses.

Train warehouse staff/store keepers as required in managing and documenting the receipt, handling, storage, dispatching and reporting of goods through the ZOA warehouse(s).
Fleet and travels:

Oversee goods on transit/cargo arrangement. Ensure vehicle are allocated to projects in an efficient manner and in coordination with the Project Managers/PGM.

Establish and maintain monthly vehicle and generator log book system, the fuel usage (mileage) and maintenance. Prepare report and analysis for continuous improvement.

Liaise with HR department for travel arrangement e.g. flight ticket, accommodation, security advise and protocol etc.
Security:

Maintain high level of contextual awareness in the areas of operations and support program team in coordination movement; engaging necessary stakeholders according to ZOA mapping.

Under direct and technical support from DOO, assists in building the capacity of ZOA staff, awareness and preparedness to deal with security risk and threat, through delivery of quality training and regular briefing.

Ensure good security plan in field offices; including emergency evacuation and hibernation plan.

Supervises security guards in office, guesthouse and warehouse.

Any other duty that is reasonably consistent with the key tasks of the function.

Support unit, Program department, Internal audit

Competencies:

University degree or equivalent in Supply chain management, Business Administration, Economics or related field;

Experience in Procurement & logistics and coordination is complex setting is key advantage.

Demonstrate strong understand of context e.g Market trend, security issue, network etc.

Experience in managing donors funds such as: Dutch Foreign Ministry, EU, FCDO, UN agencies, GIZ is preferred;

At least 4 years’ experience in similar role with INGO and related processes and systems.
5. Special Requirements:

Able to work in a team and link up with external actors, partners, internal ZOA Staff (advisors, management and field staff);

Ability to see the big picture while focusing on the process and procedures that are necessary to produce deliverables;

Attention to detail and analysis ability

Good written, spoken English, Arabic is an asset;

Ability to meet deadlines;

Good computer skill; Microsoft office

Ability to effectively defend compliance to ZOA and donor procedures;

Flexibility and the ability to thrive in a fast-paced environment;

Excellent interpersonal skills and a team player;

Command of Arabic & English;
