Organizing and ensuring disease surveillance, including outbreak investigation, data collection, analysis and early detection of public health risks, while supporting medical teams with guidance and training on surveillance and reporting procedures, in order to ensure timely information and an effective response to public health threats.
Duties and Responsibilities:
Accountabilities
- Ensuring the implementation and standardization of surveillance systems, tools, and epidemiological protocols in order to guarantee early detection of outbreaks and the quality and reliability of public health data. Promoting and maintaining confidentiality regarding all collected data and reported cases
- Implementing epidemiological activities within the scope of his/her competencies, including outbreak investigation (time, place, person and mapping), data collection, analysis and interpretation, following protocols in force in order to ensure accurate identification of public health risks and to advise on appropriate response measures
- Participating in the planning and supervision, in close coordination with other supervisors, of surveillance-related HR processes (briefing, training, evaluation and development) in order to ensure adequate knowledge of surveillance systems, case definitions, and reporting procedures and to strengthen team capacity
- Ensuring that all staff involved in surveillance activities are trained and capable of correctly using data collection tools systems, and that data quality control procedures are applied, reporting any inconsistencies or issues to the relevant teams
- In cases of alerts or emergencies, supporting rapid assessments and early warning activities according to protocols in order to ensure timely detection, verification, and response to public health events
- Recording, validating and managing surveillance data in appropriate tools, ensuring accuracy and traceability in order to support analysis, reporting, and informed decision-making
- Participating in data analysis and preparing regular surveillance reports, including tables, interpretation and dissemination to medical coordination and relevant stakeholders.
- Knowing and promoting collaboration, training and information sharing with internal teams and external stakeholders in order to strengthen coordinated surveillance and response mechanisms and overall project capacity
MSF Section/Context Specific Accountabilities:
- Coordinate and consolidate disease surveillance data and reports collected from Rapid Response Teams (RRTs), health facilities, and multiple alert sources (including community-based surveillance, EWARN/EWARN-like systems, partners, and informal alerts), ensuring completeness, timeliness, and consistency of reporting.
- Ensure regular follow-up and verification of reportable diseases notified by Al Buluk Hospital (ABH), including cross-checking case definitions, timeliness of notification, and completeness of epidemiological information, and escalate gaps or delays to the Medical Team Leader.
- Monitor and analyze the performance and activities of RRTs across all localities, including alert investigation timelines, quality of field investigations, reporting outputs, and follow-up actions, and provide regular feedback to strengthen effectiveness and compliance with protocols.
- Support capacity building of RRT members and surveillance focal points through on-the-job coaching, refresher trainings, and technical guidance on alert detection, case investigation, line listing, reporting tools, and data quality.
- Conduct continuous monitoring and analysis of trends and geographical distribution of priority and reportable illnesses across Khartoum State and nearby states, identifying abnormal increases, clustering, or emerging public health threats to inform early response.
- Actively monitor and document population movement patterns, including displacement dynamics and the presence, location, and size of IDP populations across Khartoum State, and assess their potential public health impact in relation to disease transmission and access to services.
- Track and follow up all received alerts, ensuring proper documentation of the investigation process, verification status (rumor, suspected, confirmed, discarded), and response actions, and maintain an updated alert database for operational and strategic decision-making.
- Prepare and disseminate regular situation updates and surveillance bulletins for medical coordination, including interpretation of trends, mapping, and clear recommendations for preparedness or response.
- Strengthen coordination and information sharing with health authorities, partners, and internal MSF departments, ensuring alignment of surveillance data, avoidance of duplication, and respect of confidentiality and data protection principles.
- Ensure proper data management, archiving, and traceability of surveillance information, including line lists, investigation forms, and reports, in accordance with MSF standards and mission guidance.
- Contribute to preparedness planning by supporting risk assessments, seasonal forecasting, and early warning activities, and by proposing improvements to surveillance strategies and tools based on contextual evolution.
- Participate in emergency responses as required, including deployment support, rapid assessments, and surge surveillance activities, in close coordination with medical and operational teams.
Qualifications, Skills, and Experience Required:
