Dimensions of the Role

  • Monitoring and evaluation officer, will report directly to the MERL Coordinator.
  • Monthly monitoring report on the projects progress.
  • Coordinate all required data collection for learning, studies and evaluations at field level.
  • Proper capturing of case studies on Quarterly basis for learning across all projects.
  • Prepare required data for Plan quarter and annual reports.

Accountabilities

  • Assist on preparations and implementation of annual workplans and M&E plans.
  • Work with the Project manager and project coordinator and officer to generate the monthly projects review narrative report.
  • Assist MERL Coordinator on preparation of the quarterly and annual reports of projects with the support of the Project Manager.
  • To maintain regular monitoring visit to projects sites and submit monthly monitoring and project progress reports.
  • Support in consolidation and preparation of quarterly, bi-annual, annual and management reports
  • To assist in the implementation of baseline studies for the projects, evaluations, mid-term reviews, monthly project reviews and follow up of surveys or any studies that are required.
  • Ensure that proper documentation of the project’s interventions, lessons learnt and generate success stories.
  • Assist MERL Coordinator & MERL Manager to prepare and share – QR MERL Action Plans and sharing of update of the Plans at the end of each quarter.
  • Contribute in capacity building of the local partners staff in the area of MERL.
  • Ensure that project monitoring data is entered timely into tools/ SAP/ PMERL/M&E system and SharePoint.
  • Assist MERL Coordinator in conducting After Action Reviews and other learning activities.

     Accountability to Affected population & Child Friendly Feedback Mechanism (CFFM): –

  • Support in implementation of Child Friendly Feedback Mechanism (CFFM) and work with MERL coordinator to ensure that the system is supported, monitored and lessons are derived and shared on regular basis.
  • Participate effectively in capacity building of staff, partners and community members on CFFM and accountability to affected population.
  • Assist MERL Coordinator (CFFM Focal Person) and the Project Manager in receiving, processing and responding to target groups feedback and complaints through the different entry points such as hotlines, suggestion boxes, community meetings, surveys, peer-to-peer feedback sessions etc.
  • Support in community orientation/training on Child Friendly Feedback mechanism and other accountability activities.
  • Compile complaints and feedback by project, gender, age, types of feedback, etc.
  • Follow up internally with Plan staff on complaints and feedback referrals with the appropriate offices and sector leads.
  • Assist in maintaining a proper filing system for all the complaints and feedback with filling codes as guided by MERL Coordinator\PQM
  • Documents responses to feedback & Complaints, follow up on pending issues and provide support to communicating back the responses made to the received feedback & complaints as appropriate
  • Follow up on outstanding beneficiary feedback responses with relevant departments and staff.
  • Support MERL coordinator and project teams to conduct Information Provision & Feedback sessions with target groups.
  • Follow up on formulation of active CFFM Committees at filed, keeping their contact details and participate in their orientation/training to mobilize the community members and encourage them to use the system
  • Assist the Project Manager & MERL Coordinator in preparing and sharing CFFM Quarterly Reports.
  • Conduct regular monitoring visits to communities running CFFM to ensure functionality of the system and share recommendation for improvement as deemed necessary

  1. Ensure that Plan International’s global policies for Safeguarding Children and Young People, and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures

Key relationships

Internal Communication:

  • MERL Coordinator and Project Manager: High level of Communication to report, seek approvals, sharing reports and plans to strengthen the MERL practices and ensure continued support for the program and projects teams.
  • MERL Manager: High level of Communication to for technical guidance and support on MERL & Accountability to Affected Population.
  • Program Area Manager – High level of communication to seek support and coordination for different MERL activities and provide reports to support in decision making.
  • Regular communication with Support Services, finance and program in area office to share reports and updates.

External Communication:

  • Implementing Partners – high level of communication to share and understand progress of the implemented projects and programmes.

Qualification, Skills and Experience Required:

Technical expertise, skills and knowledge

Knowledge and expertise

  • BSc degree in Business Administration, statistics, economics or any related field.
  • At least 2 -3 years of experience working in monitoring and evaluation and project management in an INGO or UN agencies.
  • Demonstrable experience in monitoring and evaluation and coordination.
  • Highly developed interpersonal and communication skills including good listening skills, influencing, negotiation and coaching.
  • Fluency in English and Arabic, writing and speaking skills is required.
  • Experience with Microsoft Word, Excel, Power Point and Outlook

Skills:

  • Proven ability to work creatively, innovatively and effectively with limited direct supervision.
  • Developing and managing qualitative and quantitative data collection
  • Facilitating community and child participation in monitoring and evaluation processes
  • Database management (design, entry, analysis)
  • Good analytical skills and ability to translate key findings into concrete programmatic recommendations;
