Eligibility criteria

Minimum age: 22 years old. Applicants must be nationals of or legal residents in the country of assignment.

Description of task

The GBV Program Associate is responsible for providing technical, administrative and managerial support in planning, monitoring and evaluation as well as coordination of the GBV interventions with a focus on emergency settings and with close support by the GBV Program Officer.

The UNV will work in close coordination and complementarity with the GBV subsector coordinators at the different levels and field based staff, as well as the wide range of national counterparts (government, academia, NGOs and community-based structures that are supported by UNFPA) to support ensuring effective and efficient program implementation. The UNV will also work in close collaboration with the UNFPA Sudan Youth Team to ensure integration of IASC Guidelines on Working with and for Young People in Humanitarian and Protracted Crises.

More specifically, tasks will include:

  • Follow-up with and support to UNFPA partners (civil society and government partners) at various levels to best support implementation of GBV projects using UNFPA tools and systems, following a results-based approach incorporating creativity, innovation, and responsiveness to the needs, and thorough monitoring and reporting.
  • Identify partner’s capacity building needs and implement appropriate capacity building activities in the area of GBV prevention and response with guidance by the GBV Program Officer and other relevant team members
  • Assist in the implementation of rapid assessments, situation analysis, gaps and facts-finding exercises towards ensuring evidence-based planning in response to the emerging GBV related issues.
  • Ensuring that implementing partner(s) report timely and up to the required quality standards including narrative reports and financial reports with accepted financial supporting documents in line with UNFPA requirements, procedures and guidelines.
  • Analyzes and reports on programme and project progress in terms of achieving results, using existing monitoring and evaluation tools and introducing new mechanisms and systems; identifies constraints and resource deficiencies and recommends corrective action.
  • Supervises preparation by implementing partners of annual and other periodic work plans and monitors and evaluates progress according to the Project monitoring plan, including contracts with UNFPA partners towards projected programme results, and documents and applies lessons learnt to close the gaps.
  • Monitors project expenditures and disbursements to ensure delivery is in line with approved project budgets and to realize targeted delivery levels, and coordinates timely delivery of quality project and financial reporting and ensures adequacy with finance and activities.
  • Undertakes regular monitoring missions within Sudan and meetings with relevant actors including project partners in assessing the GBV trends, patterns and advises on the prevention and response strategies.
  • Provide the M&E / Reporting Analyst with the relevant information and best practices regarding GBV program to be shared with the key partners and donors.
  • Maintain close working relationship with national and international counterparts involved into implementation of the assigned program/project activities.
  • Assists in writing proposals and engaging in resource mobilization efforts for GBV programming.
  • Contribute towards a harmonized, conducive work environment, within the office, and with all relevant external partners, which with ensure compliance with UNFPA rules and regulations.
  • Undertake any other relevant tasks and responsibilities as requested by their supervisor

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

· Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);

· Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;

· Provide annual and end of assignment self-reports on UN Volunteer actions, results and opportunities.

· Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc;

· Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;

· Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Any other tasks as required for the advancement of young people in Sudan.

Qualifications/Requirements

Required degree level

Bachelor degree or equivalent

Educational additional comments

Bachelor degree in social sciences, gender studies, international development studies, public administration, law or other relevant field. A master would be an advantage

· Demonstrates initiative and sound judgment and demonstrated ability to work professionally and independently in a challenging environment.

· Experience in working with UNFPA or other UN Agencies will be an asset
