Job Title:Finance Coordinator
Duty Station:Khartoum
Grade/Salary:Gross Salary range between 825 US Dollars to 1054 US Dollars based on experience.
Reporting to:Country Financial Controller
Direct reports:Senior ICT Officer with technical supervision of field office-based IT staff
Liaises with:Khartoum finance team, field finance teams, HR team, logistics, and Procurement team, Programmes team
Closing Date:09/09/2021

Job Purpose

To manage, coordinate and oversee the work of the finance department in the Khartoum office which includes payroll, cash forecasting and requirements, account payables and receivables, Balance sheet analysis, payments review, and serve as the contact person for all Finance related duties from Kordofan and West Darfur.

Duties

Payroll Preparation

  • Preparation of payroll for all National staff, checking of overtime for relevant staff and liaising with HR where queries arise.
  • Preparation of payments for staff, the tax office and social insurance
  • Keeping up to date with relevant tax and social insurance laws for payroll purposes

Supervisory Role

  • Manage 1 finance assistant, and 2 Senior finance officers in Khartoum office.  Identify appropriate training as and when required.
  • Manage finance aspects of Office Managers in Kordofan and West Darfur field offices. Identify appropriate training as and when required.
  • Ensure that all field staff are adhering to the Concern financial procedures
  • Upload to GP cash and bankbooks from all offices by the 6th day of the month
  • Evaluate current policies and procedures and implement changes as needed to ensure accuracy and adequate safeguard of assets.
  • Ensure adequate finance controls exist and are maintained in all Sudan offices. Liaise with Country Financial Controller and Finance Officer to provide training where necessary
  • Check coding of all cashbooks and bankbooks sent to Khartoum from field offices.

  • Maintain the following books on a monthly basis
    • WFP fuel journal
    • Prepayment journal
    • Fuel journal
    • Team house journal
    • Payroll and salary allocation journals
    • Balance sheet clearing journals
    • Support cost allocation journals

Balance Sheet review, analysis, and clearing

  • Analyse the following balance sheet accounts on a monthly basis
    • All Salary accounts (Advance to staff, salary offset, salary control accounts, Social Insurance control, Salary tax control
    • Prepayment accounts i.e. rent, Fuel, Flights and any other prepayment account
    • Account payable: Creditors, Accruals, Salary payables such as the 13th month accrual accounts
    • Create and maintain a balance sheet file where reconciliations are filed on a monthly basis

Staff Management

  • Supervising the Finance Assistant and Senior Finance Officers
  • Conducting performance appraisal for Finance Assistant and Senior Finance Officers
  • Assisting in the recruitment of Finance staff
  • Participating in disciplinary and grievance hearings for departmental staff
  • Attending to HR general queries

Other Duties

  • Cover other colleagues role during their leave/absence for a  short time as assigned by CFC   
  • Any other tasks assigned by the CFC

Course: Introduction to Finance and Accounting Specialization by University of Pennsylvania

Systems Compliance

  • Participate in procurement processes as a member of the Finance Department to ensure proper processes are followed
  • Performing any other financial tasks required to keep Concern Khartoum and West Kordofan in line with Concern Finance, Logistics, and HR procedures. 
  • Performing any other tasks as requested by the Country Financial Controller
  • Adhere to all Health and Safety procedures in all locations in North Sudan

  • Ensuring the non disclosure of any information whatsoever relating to the practices and business of Concern World wide, acquired in the course of duty, to any other person or organisation without authority, except in the normal execution of duty

Experience, Skills and Qualifications

The course of Fundamentals of Accounting Specialization by the University of Illinois

Essential

  • University degree in finance and/or business management
  • Strong financial and analytical skills
  • Experience from working in a technical Finance position
  • Fluency in English and Arabic, both written and verbal
  • Extensive working knowledge of Excel and Word
  • Thoroughness, flexibility, initiative, resourcefulness, ability to work with multi-disciplinary and multi-cultural team

Desirable

  • Understanding and experience using Microsoft Great Plains is an advantage
  • Experience from large/complex projects with stringent donor rules is very advantageous
