Organizational Context and Role:
The Site Engineer will work in the Engineering Unit of SDCO, within the Support Services branch. He/she will report in relation to all aspects of design, construction and contract management,
This position could be based in any WFP Area Office and/or Field Once.
Supervision received:
The Site Engineering will technically report to the SDCO Head of Engineering Unit or to his/her delegated staff, and administratively will report to the AO/FO Head of Finance & Administration.
Job Content:
WFP operates to the highest levels of international construction standards while raking account of local constraints and methods of work.
The Site Engineer shall be responsible for ensuring that the projects are progressed to an acceptable standard and to the highest quality in accordance with the contracts between WFP and the selected construction/consultancy companies.
The Site Engineer will act as the Employer focal point at site level for the construction management and oversight of all activities related to the works.
Accountabilities/Responsibilities:
Within delegated authority, the Engineer – Works Supervisor will be responsible for the following duties (not limited to):
Technical tasks
- Support SDCO ENG during the design stage, with site visits for assessment, surveys, drafting drawings and other design documents, meetings with local Authorities.
- Daily presence in site to control the works quality and the relative progress.
- Prepare daily site diaries and take pictures as per WFP Construction manual and Engineering procedures to be share with SDCO ENG.
- Prepare weekly reports on the works progress to be share with SDCO ENG.
- In consultation with SDCO ENG, to provide guidance to contractors.
- If requested by SDCO ENG, and in coordination with Area/Field Office, to liaison with Authorities to obtain necessary permits for the implementation of the projects and to ensure co-ordination of activities throughout the project duration.
- In consultation with SDCO engineering, provide technical support to AO/FO level generated/initiated construction activities and ensure quality works are undertaken according to specifications.
- If requested by SDCO ENG, to prepare and/or review designs, drawings and construction contract documentation.
- Provide recommendations to SDCO ENG in relation to certifying payments on the project and for anY additional financial obligations necessary to be entered into in order to complete the construction at project work site.
- Assess contractor submissions and report to SDCO ENG.
- Assurance of the quality of the works during construction, continuously inspecting the materials and construction operations with regard to workmanship and compliance with the specifications.
- If requested by SDCO ENG, to carry out independent testing in the field and/or In a laboratory in order to approve or disapprove and certify the works that conform to the contract.
- Maintenance of permanent records of results of all the tests made.
- Reporting to SDCO ENG of any defects and deficiencies, and preparation of instructions for the removal and substitution of the improper works, where provided under the contract.
- Health & Safety
- Ensure that the contractors abide by the internationally recognized standards of health and safety for the works, adjacent properties, all site personnel and the general public.
- Notification to SDCO ENG of any serious breaches to health and safety rules on the project.
- Reporting of all health & safety incidents and accidents in weekly progress reports.
QUALIFICATIONS 6‹ EXPERIENCE REQUIRED:
Education:
First University degree in Civil Engineering or architecture with a specializationor postgraduate qualifications is desirable
Experience:
- 3 years relevant civil engineering experience.
- Preferable experience of working in the Humanitarian Community.
Knowledge & Skills:
- Good communication and coordination skills.
- Knowledge and/or experience in engineering design and works supervision.
- Good knowledge of AutoCAD 2D and Office package,
Languages
Fluency in both oral and written communication in English and Arabic.
WFP in Sudan
In 2019, Sudan faced a worsening economic crisis, including high inflation and rising prices for essential items such as food, medicine and other commodities. After months of civil protest, a Transitional Government was formed in September 2019. The Transitional Government is pursuing a new social contract with the people, prioritizing peace and economic reform, which can pave the way to achieve the Sustainable Development Goal 2 on zero hunger and improved nutrition
However, a large number of displaced people, including refugees from neighbouring countries, a volatile economic situation, increased climate variability, environmental degradation, disease outbreaks, malnutrition, gender inequality, and the risk of relapse back into potential conflict present significant hunger challenges.
According to the Sudan Humanitarian Response Plan 2020, 9.6 million people require humanitarian support in 2020, including 6.2 million people who are food insecure. High inflation continues to reduce households’ purchasing power and people are unable to meet their basic needs. An average local food basket takes up at least 75 percent of household income.
Sudan continues to face persistently high levels of acute malnutrition and stunting, which constitute a significant public health problem. National prevalence of global acute malnutrition – too thin for height – is 14.1 percent. About 2.7 million children suffer from wasting annually, with approximately 522,000 suffering from severe acute malnutrition.
Although stunting – too short for age – has slightly improved over recent years, the scale of the problem remains concerning. One out of three Sudanese children are undernourished and do not grow to their full cognitive and physical potential.
Two thirds of the population live in rural areas, and the economy is heavily dependent on agriculture. However, the sector is vulnerable to climate shocks, and the productivity is low due to inadequate farming practices and post-harvest losses.
In response to these challenges, WFP works with the Government and partners to provide life-saving food and nutrition assistance, while supporting government efforts to strengthen social protection systems.
The already dire food security situation in Sudan could worsen with the adverse economic impacts of COVID-19. Additional efforts are required to prevent already extremely vulnerable households from becoming impoverished. In an effort to protect the most vulnerable groups against hunger and the spread of COVID-19, WFP is adjusting its response in Sudan, while ensuring safety at food and cash distributions.
