ORGANIZATIONAL CONTEXT

This Consultancy job is found in Kadugli Field Office, South Kordofan, under El Obeid Area Office.  The incumbent reports directly to the Head of Kadugli Field Office with technical supervision of the Head of Programme Area Office. 
The job holder manages a moderate portfolio of activities that may include contributions to and/or direct coordination and management of WFP programmes in South Kordofan.
He/She is expected to operate with considerable independence and will manage a substantial programme team of Juniors and Professionals.  

JOB PURPOSE

To design, manage and implement complex programmes that effectively meet food and cash assistance needs.

KEY ACCOUNTABILITIES (not all-inclusive)

Coordination, Supervision and Monitoring of WFP activities including General Food Assistance, Cash Based Transfer, Resilience, Food for Assets, school meals, nutrition, PSN (Productive Safety Nets, Cash to vulnerable residents) and PHL ( Post Harvest Loss,  NFIs to farmers ) .   
2.    Ensure WFP planned activities are implemented efficiently and effectively in South Kordofan
3.    Management and digitization of WFP beneficiaries including Refugees, IDPs , host communities , school-age children if feasible ,  children under 5 and Pregnant and lactating women if feasible , etc… this includes their verification, profiling and SCOPE registration.  
4.    Close monitoring of WFP activities in South Kordofan including but not limited to Eastern Corridor in Abu Jabeiha, El Liri and Talodi localities 
5.    Management of Field Level Agreements with the cooperating partners (CPs) including conducting their performance indicators, produce the KPIs at least twice during the project implementation period.  
6.    Articulate the need for food assistance and related programme opportunities and follow up on the resource situation of projects including commodity and cash availability, seeking advice from the AO and CO colleagues where necessary. 
7.    Lead, supervise and motivate and the programme team staff, build their capacity to enable their high performance.  
8.    Prepare and submit the monthly food and cash distribution reports, quantitative and qualitative, with accurate and reliable data.
9.    Prepare comprehensive Field Office Operations Briefs and Factsheets and maintain the most updated versions based on new developments, FO responses and achievements. 
10.    Supervise the data entry in COMET on a monthly basis and, in collaboration with Logistics, conduct the reconciliation between LESS and COMET. 
11.    Careful review the CP invoices, certify the accuracy, and liaise with AO/CO to expedite their payments making sure no Purchase Orders remain open.  
12.    Conduct monthly coordination meetings with the CPs and share the outcomes with an emphasis on main issues which affect the CP’s ability to deliver. 
13.    Participate to all programme meetings organized by the AO/CO on programme activities, policies, modalities and on any other related and pertinent matters 
14.    Design and implement specific building capacity programmes for the Government counterparts including the Ministry of Education, the Ministry of Health and Social Affairs, for the CPs and for the Communities we serve. 
15.    Research and develop (R&D) a farmer programme to support effectively local small farmer holders on food production. 
16.    Close follow-up with Supply Chain on pipeline breaks to address shortfalls 
17.    Monitor the CP stocks in warehouses managed by the CPs in El Liri and Talodi
18.    Based on the implementation plan, produce the FRNs and coordinate with Supply Chain to preposition food in hard-to-reach locations by end of June before the rainy season. 

OTHER SPECIFIC JOB REQUIREMENTS

•    Has experience working across the Programme portfolio including GFD, M&E, VAM, CBT and Nutrition. 
•    Has led a taskforce of programme team and coordinated and implemented WFP programmes in the RB/CO/FO.
•    He a long experience working in remote field offices. 
•    Has engaged in policy discussions and provided inputs into policy decisions and formulations. 

STANDARD MINIMUM QUALIFICATIONS

Work Experience: Minimum 5 years of relevant Professional Work experience in Programme.

Education:     Master’s degree in one of the following fields: international Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other fields relevant to international development assistance or First University Degree with 5 years of related work experience. 
Language:     International Professional: Fluency (level C) in the English language is required. Knowledge of Arabic is an advantage.
