At WFP, we are looking for an experienced Programme Associate (FLA & Partnerships) FT G6 Level to support our programme team in El Obeid Area Office, Sudan.

WFP Sudan, one of the largest and complex operations for WFP globally, is currently rolling out its five-year Country Strategic Plan (2019-2023), which aims to provide emergency assistance through a hybrid approach (Cash, food and vouchers), along with life-changing types of programmes (Nutrition, Resilience and School Feeding).
JOB PURPOSE:
SCOPE is WFP’s beneficiary identity and benefit management system (cloud-based digital solution) that helps WFP know better the people we serve, so the assistance we provide can be more targeted and appropriate. SCOPE is used to register people, calibrate entitlements, deliver the assistance, and subsequently manage the operational data coming in providing a responsive information system to guide effective programming across all transfer modalities (food or cash)
To purpose of this position is to provide support to policy and programme activities that effectively meet food or cash assistance needs.
KEY ACCOUNTABILITIES: (not all-inclusive)
- Fully responsible of performing all WINGS transactions supporting the FLA business including POs and SOAs for all partnerships signed under El Obeid AO
- Monitoring of all Partnerships’ POs and make the necessary revision/top up whenever is needed.
- Facilitate the LCPC at FO level and process the docs for submission to CO.
- Close follow-up with all FOs to ensure proper transactions are performed on COMET as per the shared guidance with the Area Office
- Perform routine with CO and AOs Finance units and coordinate the grants’ closure process to ensure adherence donors agreements and WFP internal procedures.
- Within the specific area of responsibility, compile data and support analysis and preparation of reports (e.g. POs commitments, SESs, funds consumptions, etc ) and preparing a wider range of reports supporting operational decision-making.
- Support communication and activities with partners, agencies, NGOs .
ADDITIONAL KEY ACCOUNTABILITIES:
- Liaise with the budget and programming and Supply Chain to ensure resources availability for El Obeid partnerships.
- Facilitate and support the capacity building of WFP staff, cooperating partners within the specific technical area.
- Contributes to donors reports by providing expenditure reports for the concerned donors/ grants to the External Relations and SO/activity managers.
- Participating in all Reginal and Global meetings concerning partnerships and cooperating partners management.
- Liaising with CO Supply Chain, FOs and Finance to ensure WFP vendor master data is fully integrated and aligned and up to date.
- Facilitating the EOI upon AO/ technical unit request and sharing its results with AOs/activity mangers.
- When required: Tracking the FLA process from the time of forwarding it to management for signature to the time it is countersigned by the partner.
- When required, preparing the documents for signature by the Cooperating Partner Committee.
STANDARD MINIMUM QUALIFICATIONS
Education: Completion of secondary school education. A post-secondary certificate in project management, database management or related fields is required.
Experience: Five (5) years of progressively responsible related work experience in programme or project management, database systems, business administration or other related fields is required.
Language: Fluency in both oral and written English and Arabic.

- Has contributed to implementation of programmes and programme activities.
- Has observed or assisted with policy discussions that facilitate delivery of programmes to beneficiaries.
