Context:
Under the overall guidance of the Chief of Mission and the direct supervision of the Head of the Resources Management Unit (HoRM), the successful candidate will be responsible and accountable for managing all procurement and logistics activities.
Core Functions / Responsibilities:
1- Assist in monitoring and overseeing the procurement and logistics actions for IOM Sudan including property, assets control, supply and contractual agreements for services and maintenance in compliance with the rules and procedures contained in the IOM procurement manual, giving necessary
consideration for efficiency, economy, transparency and integrity. Liaise with the Head of the Resources Management Unit (HoRM) on addressing any compliance issues.
2- Implement the necessary internal coordination, planning and scheduling of procurement and logistics activities to ensure economies of scale, timely servicing and maintenance, insurance coverage, and necessary upgrades and replenishments of IOM Sudan assets (including property) and inventory.
3- Implement the proper procedures in IOM Sudan offices to ensure the security, storage, management, distribution, disposal and efficient use of IOM is committed to a diverse and inclusive environment. Identify control weaknesses, recommend changes and make improvements in coordination with HoRM.
4- Streamline and organize the documentation related to all procurement, logistics, asset management and inventory transactions to demonstrate transparency, compliance with rules and regulations, proper accounting and internal control. Identify gaps in these areas and recommend changes to address these gaps.
5- Maintain a vendor management system which tracks quality and delivery issues to assist in evaluating vendor performance and to support decision making.
6- Manage and build capacity of the procurement unit and sub offices, through guidance and increasing awareness of procurement rules and internal control guidelines.
7- Organize periodic physical verification of assets and inventory.
8- Perform such other duties as may be assigned.
Required Qualifications and Experience
Education
• Master’s degree in business administration, Management, Logistics, Procurement,
Accounting or a related field from an accredited academic institution.
or;
• Bachelor’s degree with two years of relevant professional experience.
Experience
• Experience in managing diverse procurement and logistics operations.
• Demonstrated experience in training and managing large teams of co-workers, managing vendors and suppliers.
• High level of computer literacy (MS Office Word, Excel and Outlook).
• Particular experience in computerized accounting systems including SAP application.
• knowledge of IOM internal procurement and financial rules, as well as PRISM elements as they apply to procurement and logistics is an advantage.
Skills
• Demonstrated ability to communicate clearly and effectively with clients.
• Excellent organization and analytical skills, attention to details, and ability to work with minimum supervision.
• Ability to work under pressure with minimum supervision.
Languages
• Fluency in English and Arabic is Required.
