STANDARD MINIMUM QUALIFICATIONS
Education: Advanced University Degree in Agricultural Development and/or Engineering, Natural Resource Management, International Development, Development Economics, or any other relevant field, or First University Degree with additional years of related work experience and/or trainings/courses.
Experience: At least three years of progressively substantive and demonstrated experience on planning, developing and managing interventions around climate change adaptation, agricultural and agronomic growth, rural development, natural resource management and other cross-cutting issues.
Language: Fluent in Arabic and Fluency (level C) in English language.
JOB PURPOSE
To lead the State Emergency Wheat Production Project in Elgezeira State.
KEY ACCOUNTABILITIES (not all-inclusive)
- Lead overall day-to-day coordination and management of activities, to support achievement of anticipated results indicated in the Results Framework and in line with the Project’s development objectives and outcomes
- Engage and oversee relevant staff and stakeholders to define specific programmatic tasks, activities and interventions and ensure technical quality of the Project
- Supervise implementation of the Project in-state, monitor progress and provide guidance on (as well as oversee adoption of) corrective measures as needed, undertaking duty travels as and when required
- Oversee design and rollout of programmatic interventions and preparation of internal Work Plan, extending onto management, monitoring and updating of risks identified
- Manage and oversee implementation of agreements with various implementing partners, service providers and contractors; and unlock and support the National Coordinator to monitor procurement towards activities under the Project, as well as overarching fiduciary management of funds provided towards the Project
- Oversee design and delivery of capacity-strengthening, extension services and other learning by assigned staff, local governance structures, Farmer Organizations and direct beneficiaries, notably youth and women
- Enforce localized, participatory approach to program design and implementation, and facilitate, conduct, review and promote stakeholder engagement, sensitization, mobilization and inclusion into planned activities
- Conduct and document baseline development, impact evaluation, monitoring exercises, lessons learnt, success stories and best practices, including planned and adhoc on-site visits, as needed
- Provide technical support on development of analytical works, guidance notes, policy framework and strategy development as relates to the Project
- Ensure compliance with contractual obligations as outlined in the Grant Agreement, and collate narrative and financial reports, as well as other documentation, in support of the National Project Coordinator, for further review and submission in a timely manner by the Partnerships focal point
- Convene with and mobilize support from relevant internal and external technical stakeholders on program implementation, monitoring and evaluation
- Advise the National Project Coordinator on project performance and specific strategic concerns facing the Project, including remedies thereof

OTHER SPECIFIC JOB REQUIREMENTS
- Evidenced experience in and knowledge of irrigation wheat production in Sudan, as well as national and regional strategies on sustainable development climate change adaptation, agricultural growth and production
- In-depth knowledge and understanding of environmental and socioeconomic landscape, local context, gender and cultural sensitivities in Sudan, and prior experience in delivering aforementioned items in-country
- Strong past experience in monitoring and evaluation, quantitative and qualitative data collection methods and research.
- Proven analytical and problem-solving skills with a strong result orientation, and ability to think critically and carry out independent and innovative evidence-driven interventions
- Proven capacity to work with, mobilize and convene a wide range of stakeholders, international organizations, development agencies, government counterparts, local civil society organizations, Farmers Organizations and local communities, at state and locality levels in Sudan
