The Norwegian Refugee Council has an interesting and rewarding opportunity to be part of our newest country of operation – Sudan.
The NRC has recently re-registered to operate in Sudan, and is currently in country start-up phase, conducting assessments and designing the first steps of the programme. Focus will be given to people displaced by conflict, refugees, and vulnerable migrants, and potential geographical areas of work will be Khartoum state, South Kordofan, Gadarif and Blue Nile on a first phase, with the idea to expand to other States.
As a priority, NRC is therefore hiring a Support Coordinator to be part of establishing NRC’s programme in Sudan.
The purpose of the Support Coordinator is to coordinate support functions at Area Office and Field Office level and assist the Area Manager regarding support functions.
Duties and Responsibilities
- Line manage Support staff: Logistics, Finance, HR & Admin and ICT
- Overall supervision of support or operational functions at Area and Field Office level
- Member of senior Area Management Team
- Support Area Manager in external representation, coordination and relationship building (networking)
- Compliance with and adherence to NRC policies, guidelines and handbooks and donor/auditor requirements
- Provide input on operational issues regarding Strategic Planning and Area Strategic Priorities
- Responsible for ensuring quality support to programme implementation.
- Assist Area Manager with Area Support Budget including yearly Master Budget
- Responsible for Implementation of SOPs, guidelines and tools in HR-Admin, Logistics, Finance and ICT
- Responsible for technical capacity building of support staff HR-Admin, Logistics, Finance and ICT.
- Assist Area Manager post consolidation phase, and currently in full operational phase related to support functions in Kadugli Area Office and El Leri Field Office in South Kordofan
- Take the lead in capacity building of support teams
- Work in close collaboration with HR-Admin, Finance, Logistics, ICT staff at Country Office (CO) Khartoum level, ensure NRC systems are implemented and policies/procedures adhered to
- Support in recruitment and training of support staff; making sure HR-Admin Department provide inductions for all new staff and that all staff have Work & Development Plans
- Using NRC’s Performance Management tool undertake performance reviews of staff under Support Coordinator’s direct supervision
- Ensure NRC Handbooks, Code of Conduct and other regulations are adhered to
- Along with Area Manager regularly monitor support budget
- Ensure all support related reports are submitted in a timely manner
- Support yearly development of Risk Register in close collaboration with Health, Safety & Security (HSS) Officer
- Represent NRC in relevant meetings and forums in South Kordofan when required
- Any other tasks as requested by Area Manager South Kordofan or NRC management.
Required skills
- Bachelor’s degree or relevant higher Diploma
- At least 3 years’ experience working as Support [Operations] Manager or Coordinator or Team Leader level is essential preferably experience working in a humanitarian organization
- Experience working in one of the Kordofans is essential (either South, North or West Kordofan) or you are a native from South Kordofan and wish to work in South Kordofan
- Experience working with either a UN agency or INGO or local/national NGO or the private sector
- Strong management skills, results orientated and consultative decision-making skills
- Demonstrated track record in budgets, financial management is desirable
- Good Computer skills MS Word, Excel, Powerpoint,
- Fluency in Arabic (written and verbal) & good working English skills
