Context:
Sudan is at the centre of migration routes from the Horn of Africa and West Africa towards North Africa and onwards to Europe and the Middle East. In line with IOM’s mandate, IOM Sudan works to uphold the human dignity and well-being of migrants and to advance the understanding of migration issues in the region. Since 2015, IOM has operated a Migrant Resource and Response Centre (MRRC) in Khartoum, which acts as a hub for information and services to migrants. Services provided, both directly and through referral, include basic medical assistance, psycho social support, Assisted Voluntary Return (AVRR) of stranded migrants from Sudan to countries of origin, and MRRC mobile response team to assistance to migrants who for one reason or another are not able to approach the MRRC in person, including migrants in administrative detention.
Under the overall supervision of the Porgramme Officer and the direct supervision of National Medical Officer and in close coordination with the Medical Health Units (MHU) of IOM Sudan and other relevant IOM Missions, the successful candidate will be responsible for coordinating and providing clinical, administrative, and project management support relevant to Direct Assistance to migrants, particularly regarding medical assistance provided through the Migrant Resource and Response Centre (MRRC) in Khartoum. In Particular s/he will be responsible for:
Core Functions / Responsibilities:
- Conduct preparations for screening, handling and safekeeping of individual medical files, including biographical data, medical history, and identity of the beneficiaries of medical services.
- Perform basic medical examinations, i.e. measurements, blood pressure, heart rate & visual activity including the preparation work for such duties.
- Facilitate referrals for external service providers, and coordinate for follow up for diagnosis and treatment.
- Coordinate and oversee the work of a team of medical support staff, including for escorting of migrants to service providers where needed.
- Act as focal point for medical services provided in the framework of MRRC mobile response team activities, including through site visits to provide immediate assistance to migrants in administrative detention and others who not able to access the MRRC in person.
- Take part in provision of post arrival assistance to Sudanese returnees from Host countries through medical screening of returning including late night arrivals.
- Conduct ‘fitness to travel’ assessments and coordinate with MHDs of receiving missions to support with assessing the feasibility of return of migrants with medical conditions in the context of in the context of IOM Assisted Voluntary Return and Reintegration program.
- Follow-up on the implementation of treatment plans and maintain data for all medical cases, adhering to the IOM rules and regulations relating to confidentiality of information.
- Maintain the stock of medicines at the MRRC and coordinate for procurement as required.
- Collaborate closely with the service providers and partners, i.e. relevant hospitals and institutions providing specialized medical and psychological assistance.
- Liaise with the IOM Sudan MHD, including through regular meetings, to provide updates on medical cases and to seek technical advice for medical assistance to migrants through the MRRC as required.
- Contribute to mapping of medical service providers and establishing of new partnerships for the MRRC to enable effective referral.
- Support the day-to-day running of the MRRC, including through design, development and coordination of activities related to medical assistance.
- Compile data on project activities implemented, including statistics of migrants assisted, and prepare reports on the same for internal and donor reporting purposes.
- Together with the rest of the MRRC Khartoum team, contribute to strategic planning of activities and to reporting thereof.
- Identify, codify and disseminate best practices and lessons learned in Medical Assistance to vulnerable migrants.
- Perform other duties as may be assigned.
Required Qualifications and Experience
Education
Bachelor degree in Medical Science or a related field from an accredited academic institution, with three years of relevant professional experience.
Experience
- • Experience in working as a medical doctor with an international (non-governmental) organization or UN Agencies.
- • Working experience in clinical medicine.
- • Experience in TB programs, migration health, disease control, and / or public health of refugees and migrants is considered an asset.
Languages
Fluency in English and Arabic is Required.
