Summary
The core role of the Senior Project Officer is to ensure IAS projects are implemented as per the Organization’s laid-down procedures and in keeping with its mandate. The position holder will support the program Coordinator and the program team in program design, and to design standardized work plans and tools for implementation, monitoring, evaluation, and reporting of the projects. This will involve participating in scoping missions and needs assessments, and interacting with other partners and stakeholders in different aspects. The position holder is expected to provide essential support to ensure quality, efficient, and effective project implementation and also ensure cross-cutting issues including gender; disability, child protection, and concern for the physical environment are considered and/or mainstreamed in project design and implementation.
Duties:
SPECIFIC RESPONSIBILITIES
Under the supervision of the Program Coordinator, the Senior Project Officer is expected to deliver on the following tasks:
Project implementation:
- Ensure the effective planning and timely execution of the program activities
- Ensure the correct implementation of project activities in consultation with the project technical staff and as per the Program Coordinator’s advice;
- In collaboration with the other projects staff ensure that a realistic workplan has been prepared for the projects.Carry out project activities including preparation of work plans and related monitoring;
- Ensure that all activities of prjects implemented and monitored on time and as per the work plans.Provide field level technical implementation support on WASH, Education, etc… in liaison with the sector specialists and program coordinator.
- Actively participate and organizational representation in project events (meetings/workshops/trainings); and create strong relations with the relevant stakeholders.
- Report regularly to the Program Coordinator about the progress of project implementation.
- Prepare the project procurement plan in liaison with the procurement department and the program technical staff, and keep track of the goods and services delivery dates.
- Ensure good financial management by keeping track of the financial expenditure and utilizing funds efficiently and effectively to achieve the maximum impact and benefits for beneficiaries in relation to the program implementation.
Project Monitoring:
- lead the planning and implementation of required needs assessments for different Projects;
- On request from the Program Coordinator, provide all technical reports required including monthly or quarterly narrative report
- Carry out questionnaires; surveys and focus groups under the guidance of the Program Coordinator;
- Participate in the review and deployment of M&E tools as guided by the MEAL Officer;
Timely mobilization and effective communication with the communities and stakeholders during the project’s implementation.
- Conduct field visits to monitor and evaluate the organizational program in the areas of supervision.
- Follow up action points/recommendations from reports and field visits and ensure they are implemented;
- Monitor implementation of projects to ensure that projects are implemented as planned (timeliness and quality)
- Keeping up to date with changes in regulatory legislation, guidelines etc.,
Reporting:
- Prepare and submit monthly project progress reports in line with the donor and organizational requirements.
Project Development
- Assist in reviewing and redesigning program intervention in consultation with the program coordinator and technical specialists in response to the evolving needs of the targeted communities.
- In liaison with the relevant Project officers, provide technical bills of quantities to facilitate project design.
- Contribute towards ensuring that projects are innovative and relevant.
Others:
- Ensure participation in sector-level partnership meetings with NGOs and other actors working on WASH, Food Security, Education, Protection and Nutrition, IDPs, and Orphans & Vulnerable Children, etc… as requested;
- Assist in communication and collaboration with donors and partners;
- Identifying training needs of program staff and beneficiaries in the context of the project;
- Perform any other duties as assigned by the management.
Qualification, Skills, and Experience Required
Essential
- BSc in water engineering, Hydrology, Geology, Civil engineering, Rural Development, or Public Health
- Minimum 3-5 years experience preferred with INGOs with experience in Managerial level is preferred.
- Knowledge of IWRM/WASH and Education is preferred.
Desirable
- Report writing skills is highly desirable
- Excellent written and oral communication skills and ability to effectively make presentations.
