Oversee the implementation and overall coordination of multi-sectoral and 4 – year and 10m EUR AFD project in White Nile, Blue Nile, South Kordofan and Central Darfur states, co-implemented with local and international NGO partners. Line – manage all Officers at White Nile and Blue Nile bases. Contribute to strategy for the mission in coordination with coordination and base level colleagues and partner staff and local stakeholders. Support CD and DCD to explore / identify opportunities for long term, resilience, early recovery focused interventions.

Mission 1: Coordinate overall implementation of program and operations for SDCS project

The SDCS Head of Project is responsible for: 

  • Be the initial focal point for management of the entire project cycle 
  • Collection of inputs, consolidation of, drafting and follow up on validation of technical agreements (with federal and state authorities) working with coordination and base teams 
  • Ensuring smooth partnership with local and international partners, including drafting of MoUs, budgets, detailed implementation plan (yearly basis) for local partners and Search for Common Ground 
  • Oversee adherence to Project Procurement Plan in collaboration with the logistics department in terms of timely raising of procurement requests related to the project activities and follow up until delivery, ensuring donor’s guidelines are respected in regard to items procurements 
  • Do BFU follow up each month and ensure program and operations leads forecast timely 
  • Ensure donor’s guidelines are respected in regard to financial expenses 
  • Highlight issues with budget vs expenditure with budget holder (for that budget line) in due time 
  • Ensure overall monitoring (operational & financial, qualitative & quantitative) of AFD project with a particular focus on the deadlines, objectives and indicators. 
  • Ensure regular field monitoring visits, often engaging MEAL; 
  • Focal point for communications deliverables (biggest one, being the documentation of same beneficiaries over course of 4 years)

Mission 2: Focal point of MEAL activities under SDCS with support of MEAL department 

The SDCS Head of Project is responsible for:

  • Organize a kick-off and a close-out meeting, as well as a mid-term lesson learnt workshop 
  • Design and ensure the maintenance and implementation of reporting and monitoring tools 
  • Coordinate with MEAL department to develop and finalize project monitoring plan. 
  • Ensure that project is on track in sense of indicators and immediate outcomes 
  • Monitoring the project interventions on regular basis and find out the gaps, sharing the gaps with the staff and make a proper action plan 
  • Share the findings in the forms of monitoring reports 
  • Ensure beneficiaries are aware of AAH’s feedback and complaints response mechanisms and that these are accessible to targeted beneficiaries and communities 
  • Support the MEAL Head of department to ensure that all beneficiaries’ complaints are addressed 
  • Liaise with the MEAL Department for outcome-level analyses (quantitative and qualitative) of the project’s progress, beneficiary impact, and challenges from the field 
  • Integrate MEAL recommendations into project implementation

Mission 3: Ensure reporting, capitalization and contribute to quality and accountability 

The SDCS Head of Project is responsible for:

  • Providing DCD with all relevant reporting documents requested from the field 
  • Provide a monthly narrative and quantitative update of project activities through the APR 
  • Prepare donor reports with ensuring that all reports are prepared following donor’s guidelines, and respecting donor’s deadlines 
  • Create and maintain comprehensive project documentation and lessons learnt. 
  • Ensure the quality and timeliness of data received from the field in collaboration with MEAL department. 
  • Collect and review and validate the different reports and deliverables of the project. 
  • Compile all documents dealing with the essential techniques and methodologies involved in the project (including, when appropriate, beneficiary and distribution list etc..) for capitalization and audit purposes. 
  • Implement the recommendations made because of internal and external assessments in the context of a specific work plan (quality control)

Mission 4: Monitor and update on ACTION AGAINST HUNGER possible interventions as per country strategy 

The SDCS Head of Project is responsible for:

  • Analyzing the humanitarian context and define local strategic objectives along with Head of Bases. 
  • Collect information to identify humanitarian and developing programming gaps in area of intervention along with Head of Bases. 
  • Monitor and analyze key contextual indicators in the areas of intervention along with Head of Bases. 
  • Brief DCD on possible interventions for long term resilience and early recovery focused projects. 
  • Take notice of sectorial orientations of national strategy and understand implications for areas of intervention and activities and discuss with Khartoum coordination team in accordance. 
  • Identify the presence and the strategic orientations of other partners in the field with a view of improving coordination and effective working

Mission 5: Security, Safety, Access 

The SDCS Head of Project is responsible for:

  • Monitoring the security environment in AFD project areas, along with the Head of Bases, and updating DCD and CD as required (ensure not to duplicate with Head of Bases) for them to communicate with SDCS 
  • Monitoring the access constraints in AFD project areas, along with the Head of Bases, and updating DCD and CD as required (ensure not to duplicate with Head of Bases) for them to communicate with SDCS
Do you meet the profile required criteria?
  • At least bachelor’s degree in relevant field; lengthy experience in role of Field Coordination or roles as Program Coordination
  • General knowledge of Food Security, livelihood, WASH, and nutrition and health required?
  •  Knowledge of DRM, Climate Change, Gender & Protection, MEAL 
  • At least 5 years of professional experience in managing Programs and Operations in humanitarian projects /programs preferably with an international NGO
  • Work experience in partnership with LNGOs would be an asset.
  • Prior humanitarian experience required
  • Prior INGO experience required
  • Fluent written and oral English and Arabic mandatory 
  • Perfect mastery of Word, Excel, Power Point
  • Based in Port Sudan, with travel to 4 field bases as required 
  • Valuable prior experience in issues related to the promotion of gender equality or personal commitment to gender equality.
  • Based in: Sudan – Port Sudan – Capital office 
  • Position length: 1 year (renewable based on Evalution)

  • Salary: 1650 USD (Gross) 
  • Annual Leave: 20 days/ year
