Duties and responsibilities:
Coordination & Engagement
Lead coordination for the CWG at state level in coordination with the non-programmatic co-chair (if in place).
Facilitate and lead discussions during monthly CWG meetings and regular TWG meetings.
Together with the co-chair, agree on meeting agenda items required to guide the CWG towards its agreed objectives and deliverables.
Maintain an up-to-date CWG contact list, dashboards and other coordination tools at sub-national level.
Participate in monthly national CWG meetings and represent sub-national CWG members.
Coordinate multi-purpose cash assistance including ensuring that members provide input for; 4Ws, MEB, JIMMI, and other CWG initiatives and products.
Promote active dialogue with authorities, private sector and other relevant stakeholders.
Promote use of common mechanisms, standards, and tools across partners for harmonized, quality and accountable programming.
Ensure the overall cash response is mainstreamed, avoids duplication, and finds opportunities to increase effectiveness, including coordinating with relevant clusters/ and sectors at sub-national level.
Establish specific task forces at sub-national level as needed and oversee deliverables
Technical Support
Support development of common Cash and Voucher Assistance (CVA) approaches (inclusive of Multi-Purpose Cash Assistance as well as sectoral CVA) that are evidence-based and appropriate for sub-national contexts
Share guidance on common programming recommendations and good practices with actors at the state-level
Capacity Building
With support from the national CWG, facilitate capacity building exercises for sub-national CWG members, local authorities, private sector actors and clusters at sub-national level
Advocacy
Support increased consideration and use of CVA at the state-level, through engagement with local stakeholders and area-based coordination architecture where available (such as UN sub-national coordination bodies)
Minimum Qualification, Skills and Experience Required:
Essential
- Commitment to Concern’s humanitarian work.
- BA/BSc Degree in a related field (Development Management, International Development, Rural Development, Community Development, Agriculture, Health, Education, etc)
- Minimum 2 years professional experience working in an INGO with
- Demonstrated experience in data entry and computer literacy, especially Microsoft Excel
- Demonstrable work experience in implementing and monitoring humanitarian cash programming and/or other sectoral humanitarian interventions preferred.
- Work experience or demonstrable knowledge of community organisations and/or social services.
- Excellent communication skills, calm and with cultural sensitivity to effectively manage day-to-day interaction in challenging contexts
- Ability to foster trust and build relationships with colleagues, communities, at-risk individuals, and authorities.
- Ability to multi-task and undertake a variety of initiatives with flexibility.
- Ability to interpret and rapidly understand complex and fast-paced environments with limited information.
- Ability to work independently with integrity, discretion, and confidentiality.
- Good organisational skills and ability to work across multiple work-streams.
- Demonstrated knowledge of protection, safeguarding, and referral concepts
- Strong computer skills including electronic database management.
- Able to maintain the highest level of confidentiality
- Ability to communicate in a highly professional manner with beneficiaries, community members and partners
- Problem solving and conflict resolution skills
- Proven commitment to accountability practices and able to promote the values of equality, non-discrimination and human rights for all
- Good knowledge of project cycle management, Equality, HIV and AIDS, and Mainstreaming approaches, preferably in protracted humanitarian context
- Ability to travel to field locations within Red Sea
- Fluency in English and Arabic (both written and spoken skills)
- Fluency in local languages within Red Sea is desirable
Desirable
- Post graduate qualification in project design and management or relevant discipline
- Familiarity with donor requirements (BHA, SHF, etc.)
- Knowledge of different humanitarian standards
- Knowledge of and experience in working in Red Sea state
- Experience in working in partnerships
Emergency Response:
Concern is committed to responding to emergencies efficiently and effectively in order to help affected people meet their basic needs, alleviate suffering and maintain their dignity. To this end, when emergencies strike and Sudan Programme is to respond, all staff are required to actively participate in the response, regardless of location and contribute to the efforts aimed at achieving the humanitarian objective of the organization.
Other duties
The above duties will be prioritised by the manager in consultation with the post-holder. The post-holder may be asked to re-organise their work to help Concern respond to changes in type or extent of need. This would be done in a way consistent with the purposes of the post and in consultation with the post-holder.
