Background:

Job Summary

Catholic Relief Services (CRS) is responding to the humanitarian crisis in Tawila, North Darfur, where large‑scale displacement has resulted in severe food insecurity, critical water shortages, and acute health and nutrition needs amid access constraints and a complex operating environment. CRS is implementing and scaling life‑saving interventions in food security, water, health, and nutrition, including cash‑based and in‑kind assistance and support to Emergency Response Rooms (ERRs). CRS also actively engages in humanitarian coordination to improve coverage, targeting, and accountability.

You will manage and provide technical oversight of the development and implementation of the food security (in-kind) component of a large scale multisectoral response funded by the Sudan Humanitarian Fund (SHF) through OCHA, and potentially other large and complex projects, ensuring effective systems and processes are in place that support high-quality programming advancing Catholic Relief Services’ (CRS) work in serving the poor and vulnerable. The PM II will build on and coordinate with ongoing large scale food security projects to ensure harmonized food management system at the Country Program level. Your management skills and knowledge will ensure that the CP delivers high-quality programming and continuously works towards improving the impact of its food security programming.

Roles and Key Responsibilities

  • Provide management, guidance, and technical oversight of SHF food security (in-kind food distribution) component throughout the project cycle to ensure project design, start-up, implementation and close-out are in line with CRS quality principles and standards, donor guidelines, and industry best practices. 
  • Effectively manage talent for SHF Food Security team and supervise. Manage team dynamics and staff well-being. Provide coaching, strategically tailored individual development plans, and complete performance management for direct reports. 
  • Oversee technical assistance and capacity strengthening activities in SHF food assistance for staff and partner organizations to enhance program quality and impact.
  • Oversee the identification, assessment and strengthening of partnerships relevant to food security and the appropriate application of partnership concepts, tools and approaches.
  • Ensure timely and appropriate project expenditures in line with financial plans and efficient use and stewardship of project material sources.

Basic Qualifications

  • Bachelor’s degree in international development, International Relations or in the field of Humanitarian Response, International Development or Food Security required. Additional experience may substitute for some education.
  • Minimum of 5 years’ experience in relevant field-based project management experience required, with preferably at least 3 years working experience in the area of food security, especially in-kind food distribution. 
  • Experience in managing moderately complex projects.

Preferred Qualifications

  • Master’s Degree 
  • Experience in an international NGO an advantage
  • Experience managing Sudan Humanitarian Fund/OCHA project

Knowledge, Skills and Abilities 

  • MEAL skills and experience required.
  • Staff management experience and abilities that are conducive to a learning environment.
  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information management systems.
  • Good experience in project grants management, including project design, preferably for grants from multiple public donors, including USAID.
  • Demonstrated ability to write high quality technical proposals.
  • Experience engaging with partner organizations
  • Strong analytical and problem-solving skills, with ability to make sound judgment and decisions and offer innovative solutions
  • Strong relations management abilities. Ability to relate to people at all levels internally and externally. Strategic in how you approach each relationship.
  • Good presentation and facilitation skills
  • Proactive, resourceful, solutions-oriented and results-oriented

Required Languages: Arabic and English required.

Travel: Must be willing and able to travel up to 70% to project locations in Darfur.

Supervisory Responsibilities: Yes The PM II Food will report to the Emergency Coordinator and work in close coordination with other ongoing food security teams (SEP Chief of Party, Deputy Chief of Party, Supply Chain Manager, MEAL team etc.). In addition to supervisor responsibility, the role requires close collaboration across program, operation, and partner teams.
