Background:

CRS Sudan will be implementing an emergency food security program to address acute food security shocks in Sudan. The project will serve as a food pipeline for affected populations in Central and West Darfur.

Job Summary: 

This role facilitates the achievement of project objectives through coordinating and reporting on all project compliance activities and providing technical guidance and advice to staff and implementing partners advancing Catholic Relief Services’ (CRS) work serving the poor and vulnerable. Your coordination and relationship management skills will ensure that the project applies best practices and constantly works towards improving the impact of its benefits to those we serve.

Roles and Responsibilities:

  • Coordinates the activities of Commodity Compliance Unit and ensures that the Project Minimum Standards for Commodity Management, GACAP (Generally Accepted Commodity Accounting Principles) and other donor principles are adhered and implemented during closing the findings and when corrective action points are developed.
  • Coordinates with the Project and CRS’ local partners’ Compliance Officers on field visits tied to risk model, priority findings and higher risk FDPs.
  • Shares risk monitoring reports with partners, conducts regular follow-up meeting with partner compliance officers and documents partners’ progress on closing findings. 
  • Follow up on major incidents and implements Fraud Allegation Management procedures with approval from DCOP/Commodity Operations and Compliance. Develops and follows up with partners on Corrective Action Plans (CAP) defined by FAM process. 
  • Maintains FDP profile information, ensures that high risk FDPs are prioritized for follow up actions, and top findings are being closed to reduce FDP risk scores. 
  • Ensure cross-learning amongst the consortium accompanies compliance activities throughout the project cycle. Support accountability through coordinating project evaluation activities and guiding partners in their efforts to reflect on compliance experiences. 
  • Analyze implementation challenges and report any inconsistencies and/or gaps to inform adjustments to plans and implementation schedules. 
  • Support and coordinate capacity building and technical support activities to ensure compliance activities are implemented per guidelines and standards.
  • Ensure project documentation for assigned activities is complete with all required documents and is filed per agency and donor requirements. Assist with preparation of trends analysis reports and documentation of case studies and promising practices.
  • Coordinate provision of any logistical and administrative support to staff and partners.

Minimum Qualification, Skills and Experience Required:

Basic requirements:

Education and Experience 

  • University Degree in Social Science, Accounting, Finance or related field. 
  • Minimum of 3 years ideally in the field of Food Security or Commodity Management with an NGO. 
  • Additional education may substitute for some experience. 
  • Staff supervision experience a plus. 
  • Knowledge of USAID/Title II rules and regulations.
  • Experience working with partners, participatory action planning and community engagement. 
  • Experience monitoring projects and collecting relevant data. 
  • Strong report writing skills.
  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint).

  • Good relationship management skills and the ability to work closely with local partners
  • Proactive, results-oriented and service-oriented
  • Attention to details, accuracy and timeliness in executing assigned responsibilities

Required/Desired Foreign Language: Fluent written and spoken English is required; fluent written and spoken Arabic is preferred. 

Travel Required: Involves extensive travel to partner activity sites up to 40% of time monthly.  

Key Working Relationships: 

Supervisory: Directly supervises the roving Senior Project Officers – Compliance. 

Internal: Works closely and in collaboration with Project Manager in risk and compliance monitoring, CP PQ team, and the Country Program Supply Chain Department.

External: Working relationship with implementing partner and government stakeholders.
