Job Summary
The ICT4D SPO is responsible for implementing digital program tools for the multi-sector assistance (including food, health, and nutrition) in prioritized localities across Central and North Darfur. The ICT4D SPO will mostly focus his/her support on project funded by Sudan Humanitarian Fund. Depending on needs, other projects might require support. He/she will work closely with the MEAL team to support data management, develop custom report designs, and enhance the project’s Monitoring, Evaluation, Accountability, and Learning (MEAL) system’s performance. The ICT4D SPO will work with the MEAL team to provide database management support, maintain the relational database, and visualize prioritized data. The Staff will lead project staff capacity-building efforts to guide the efficient utilization of the Project Management Information System.
Duties and responsibilities:
Roles and Responsibilities
- Support the assigned project in digitizing ICT4D applications, mainly monitoring and evaluation tools and Risk and Compliance (RC) tools, using different CRS standardized platforms.
- Support electronic data management at the field level, including planning, collection, and reporting of field-level data. Work closely with MEAL and the team to design user-friendly tools and applications.
- Contribute to the development and deployment of a high-quality mobile device management solution and monitor its utilization by project staff.
- Utilize appropriate digital technology for the MEAL system to track program performance innovatively using the dashboard, regular data analysis, and undertake regular data quality assessments.
- Contribute to the MEAL team’s reporting effort periodically, according to the team and partners’ interests, including designing custom reports and dashboards for different project activities to show the progress of the activities
- Ongoing database support to identify and report glitches and coordinate with MEAL manager to troubleshoot errors.
- Provide ICT4D support and liaise with CP ICT4D SPO and other technical staff to resolve any ICT4D technical issues. Identify projects’ ICT4D capacity needs and provide close support.
- Provide training and regular coaching for program staff (mainly MEAL staff, where needed, field enumerators) on all relevant components of the ICT4D platform and effective use of a web-based reporting system.
- Capture and share lessons learned and best practices in ICT4D to facilitate improvements in decision-making and contribute to learning agendas.

Minimum Qualification, Skills and Experience Required:
JOB REQUIREMENT
Education and Experience
- MA/MSC degree or BA/BSC degree in Computer Science/Data base management of study with 2 years of relevant experience for MA/MSC or 5 years of relevant experience for BA/BSC degree
- Knowledge of technical principles and concepts in ICT4D. General knowledge of related disciplines, such as Statistics and human sciences, to ensure a proper cross-sectoral approach.
Knowledge
- Experience with program monitoring, evaluation, and analysis.
- Experience with Sudan Humanitarian Fund is preferred.
- Certification in advanced database design, management and deployment (Microsoft Technology Associate) is an added advantage.
- At least 3 years of minimum experience working with relational database systems such as SQL, PostgreSQL, MSSQL, or Oracle, and a good working knowledge of SQL.
- Demonstrated experience in the development and administration of a database.
- Proficiency in using MS PowerBI and other visualization software is an added advantage.
