The Protection Team Leader (Protection TL) is part of the DRC Protection Team in Central Darfur; he/she will work under the line and technical management of the Protection Manager and the overall supervision of the Area Manager.This position directly manages Protection field teams. The Protection TL shall operate mainly in Nertiti and Golo Localities of Central Darfur State with the possibility to be sent for periods to other parts of Central Darfur where DRC has or may have operations. The Protection TL may also be occasionally requested to travel outside Central Darfur State.

Hence, the Protection TL bears the direct accountability for the quality implementation of Protection activities, as setup and laid out by the Protection Manger.

Protection activities in Central Darfur are focused on: individual protection assistance, case management, community-based protection (towards increasing community cohesion), protection monitoring and protection information management. Besides that, the Protection TL shall also support the Protection Manger in building DRC staff capacities and, in case of the Protection Manager’s absence or when called for by circumstances, to represent the Organization in coordination and technical fora, at Locality and State level.

Protection is mainstreamed throughout all other DRC Sectors (Emergency Response, FSL, Mixed Migration, and Community-Driven Recovery) and is a key component in programme design; therefore the Protection TL may be requested to support and follow‑up on cross-cutting Protection issues within other Sectors.

Project Management and Implementation:

  • Implement Protection activities, including programme quality and budget management across all field sites
  • Ensure effective and efficient implementation of said activities through organizing the Protection teams’ work by:
  • setting up the teams’ workplans according to the overall Programme plan
  • setting up workload balance for the staff and supervise their workplans
  • monitoring the application of workplans and related progress
  • Ensure that all stages of implementation (from assessment to provision of assistance) are relevant and adhere to plans and criteria devised by the Protection Manager, and that the implementation is technically sound
  • Have continuous presence on the ground to ensure the quality of activity implementation and provide technical advice to field project staff as necessary
  • Under the direct supervision of the Protection Manager and in coordination with MEAL, work to strengthen Protection and general Information Management (IM), including setting standardized databases and trackers for protection and planning purposes;
  • Regularly and accurately collect and compile activity records and all other relevant documentation/Means of Verification (MoVs) to feed into timely donor reporting
  • Apply and ensure the application of protocols and guidelines for Protection stand-alone activities and Protection mainstreaming during the implementation of the activities
  • When necessary, participate in staff recruitment processes, new staff on-boarding and induction, capacity building, and performance appraisal of Protection staff

Programme Development and Quality

  • Support the Protection Manager in developing strategic Protection documents and in identifying gaps and opportunities for further programming, needs assessments and gap analyses
  • Support the Protection Manager with and/or carry out directly training sessions for junior staff aimed at increasing the quality of the implementation, including hands-on coaching, guidance and technical support to programme staff, ensuring clarity over programme plans and priorities; as well as the integration and cooperation with other DRC Sectors.

Monitoring, Evaluation & Learning

  • Support the Protection Manager in generating analysis and regularly updating the Protection risks matrix in alignment with project requirements
  • Collaborate with the M&E team to ensure monitoring activities are mainstreamed across protection interventions and ensure protection of vulnerable groups while gathering appropriate and accurate data on protection outcomes
  • Develop internal learning and appropriate programme adjustments against new opportunities/challenges
  • Coordinate Protection assessments, with support from the MEAL Department

Finance, Procurement and Administration

  • Support the Protection Manager on the financial accountability of the Protection programme
  • Ensure the Protection Team raises Purchase Requests (PRs) in a timely manner, in line with DRC standards, and follow up on procurement processed with the Supply Chain Department
  • Support the Protection Manager in ensuring that HR policies are followed, including completion of regular Performance Management Meetings with all Protection staff
  • Ensure familiarity with DRC’s Operational Handbook

Coordination & Representation

When requested and/or necessary:

  • Represent DRC in technical and coordination fora at Locality and State level
  • Under the supervision of the Protection Manager coordinate at ground level with national, local and international actors to ensure smooth and timely implementation of activities
  • Support Area Office Senior management (Area Manager, Protection Manager etc.) with fostering relations with local and State relevant stakeholders.


Experience and technical competencies: (include years of experience)

  • At least 4 years of proven experience in implementing field-based Protection for Refugees, Returnees, and IDPs
  • At least 2 years of proven experience in implementing said activities in a managerial role
  • Wide understanding of humanitarian and protection principles and their application, including community safety and rights-based approaches
  • Knowledge of Protection standards and guidelines, as well as of AAP principles
  • Effective verbal and written communication, multi-tasking, organizational, and prioritization skills
  • Demonstrated experience and ability to professionally and appropriately represent the organization and negotiate and defend DRC’s interests with a diverse range of government officials, local organizations and other groups
  • Skills in Project Cycle Management, including creating work plans, delegation of responsibilities with setting of clear milestones, organizing work and monitoring progress
  • Ability to work closely with a diverse team of individuals in a highly intense and fluid environment, cultural sensitivity and respectful of local contexts
  • Ability to effectively engage and communicate with communities in a responsible manner

  • Proven experience in providing technical guidance and training including development of training materials is an asset


Education and skills: (include certificates, licenses etc.)

  • University degree or higher education in law, social sciences, or related field or equivalent work experience
  • Computer skills (including MS Office package)

Languages: (indicate fluency level)

  • Fluency in written and spoken Arabic
  • Strong command in written and spoken English.
