The Danish Refugee Council (DRC), one of the world’s leading NGOs, with a focus on responding to displacement, have been registered in Sudan since 2004, delivering life-saving programming in protection, emergency response, shelter, food security and livelihoods, disaster risk reduction, camp management, and humanitarian mine action. DRC has implemented projects in Central Darfur, South Kordofan, Gedaref, Port Sudan, and White Nile. Sudan hosts one of the largest displaced populations in Africa, with over 3.7 million internally displaced people and over 1.1 million refugees from South Sudan, Ethiopia, Eritrea, Central African Republic, Chad, Yemen and Syria. Against a background of political crisis, Sudan faces economic and social turmoil, with sharp increases in food and energy costs, further exacerbated by disease outbreaks and ongoing conflict.

POSITION PROFILE

The Supply Chain Specialist main objective is to provide support in the Supply chain department in efficient and effective Logistics implementation and smooth running of departmental operations of the capital office with emphasis

support procurement staff and functions including implementation of DRC Dynamics. The role expected to contribute to strengthen the overall supply chain functions for procurement. This position will also ensure implementation of audit recommendation related to procurement.

He/ She will be expected to assist on procurement planning, National and international ITB process, and RFQ for whole country, establishing frame work agreement, ensuring that all procurement operations are managed and maintained in an efficient manner from PR to final delivery. as per DRC’s internal and donor procedures & as per the Operations Handbook.

Procurement Co-ordination

  • Assist Supply Chain manager with planning, market assessments, national, regional, and international procurement, and Liaison with local authorities for securing import permits, for supplies and equipment into Sudan.
  • Assist Supply chain manager in planning all emergency procurement, consult with program team at national and area level, draft procurement plan for all grants, and keep updated periodically. 
  • Assist the Supply chain manager (SCM) and ensure the procurements are fully compliant with the DRC Operations Handbook and donor’s requirements. 
  • Assist SCM in the procurement of all supplies, services, and equipment from PR to final delivery, i.e. Draft ITB documentation before advertising or inviting suppliers with SCM and requester
  • Assist and support SCM in ITB management (TOC report, technical analysis, and contract award).
  • Conduct Supplier performance reviews for global/regional suppliers and share feedback with SCM.
  • Maintain a tracker to capture the performance of all regional/global suppliers for each transaction to gauge the performance of suppliers and maintain accurate supplier performance scorecards.
  • Assist and support establishing purchasing agreements for the key program items and routinely procured other administration items. (FWAs for all regular supplies) For items such as stationery/ Groceries can be bought in bulk for a quarter at least. make sure this practice is rolled out in field locations as well
  • Assist SCM to develop suppliers for sustainable value-adding procurement at the regional level in Gedaref, Darfur, Kosti, Kadugli and port Sudan.
  • Develop a Vendor database after a comprehensive Market Survey.

Capacity building of Procurement and program Staff

  • Organize procurement training for program staff and small-scale refresher training for procurement staff.
  • Induction to all procurement staff in Sudan and coach them on DRC policy and process for procurement
  • Travel to field office and ensure implementation of the audit recommendations related to the procurement

Cross-Border Supply Chain Management:

  • Actively participate in Logistics Cluster for Sudan or any other forum of SC for information-sharing activities (Market surveys, supplier database, host country rules, and regulations).
  • On behalf of the DRC liaise with local authorities with support of Liaison team (HAC, Customs, and other ministries/departments) to secure duty exemption permits for all international shipments/consignments.
  • Travel to field office across Sudan for smooth national and international procurement, sourcing the supplier, and coordination with DRC Chad, South Sudan SC team

Procurement Planning, tracking and archiving  

  • Assist SCM for development of Procurement plan for all new grants and also ongoing grants with coordination of Area manager and sector coordinators, and being update periodically
  • Making sure all procurement trackers are updated regularly for capital and all area offices,
  • Making sure monthly reports related to procurement are submit to SCM every month with narrative report consist of Procurement plans, procurement tracker and LVO tracker for capital and all area offices
  • Making sure all procurement related documents are archived as per DRC SC E archiving protocols

DRC Dynamics ERP System

  • Ensure proper application of DRC Dynamics supply chain processes (mainly P2P and Asset Management) in the operations.
  • Apply reports and data analytics from ERP supply chain system to improve supply chain performance

SKILLS AND EXPERIENCES

  1. Minimum 3 years of experience in humanitarian logistics management within the field of Supply Chain Management, Fleet Management, Asset Management, and Distribution Support
  2. At least 2 years’ experience with people management
  3. Knowledge and experience of dealing with service providers and contractors’ management
  4. Proven Management and supervision skills, team player and proven commitment to accountability practices.
  5. Excellent computer skills in MS Word & Excel, as well as experience working with an ERP system
  6. Experience with standard procurement procedures and documentation.
  7. Experience with construction and site project management
  8. Experience with auto mechanics or electrical installations
  9. Experience working in an (I)NGO
  10. Stable and robust character.

Strong analytical and conceptual skills.

EDUCATIONAL QUALIFICATIONS

Master’s Degree in Logistics and Supply Chain Management, Business administration or related field.

LANGUAGES  

Fluent in both oral and written English
