Project Background:

DT Global is recruiting for project positions for a 38-month USAID-funded program in Sudan focused on strengthening citizen engagement around shared, democratic values. The program aims to build the capacity of civil society organizations, support social institution building, and strengthen strategic communications and public information/outreach in order to improve citizens’ access to timely and accurate information.

Position Summary:

The Human Resources (HR) Manager is responsible for leading the program’s human resources department and oversees all aspects of human resources: recruiting, hiring, training, terminating and retaining employees; developing compensation and benefit packages; organizing and tracking employee leave requests and resolving major human resource issues such as: dispute resolution, work safety, harassment and/or legal issues, while working alongside program leadership to implement and analyze human resource policies and procedures. The Human Resource Manager will report to the Deputy Chief of Party–Operations (DCOP-O).

Principal Duties and Responsibilities:

  • Develop and administer all activities relating to recruiting, firing, training, and ensure decisions are carried out in accordance with the agreed policies, procedures, USAID rules and regulations.
  • Screen all resumes submitted for open job positions to find the most qualified candidates.
  • Provide current and prospective employees with information about policies, job duties, working conditions, salaries and wages, and opportunities for promotion and employee benefits.
  • Develop and maintain records of national staff member’s documents including but not limited to: ID, medical file, insurance coverage, annual leave, performance evaluations, promotions, transfers, warnings, and terminations.
  • Manage process of performance reviews for every Sudan 2 employee, meeting with both the employee and the employee’s managers, and thoroughly documenting the entire process.
  • Follow employee’s medical expenses and their dependents costs for reasonable and necessary medical procedures and medicines as prescribed in policies and regulations.
  • Review Social Insurance contributions and personal income tax deductions processes, records for national staff with coordination with finance department, and regular coordination with the Sudan Social Insurance Fund & Taxation Chamber.
  • Serve as a link between management and employees by handling questions, interpreting, and administering contracts and helping resolve work-related problems.
  • Manage organization’s compliance; Analyze and modify compensation and benefits policies and ensure compliance with legal requirements and according to Sudanese labor law 1997.
  • Manage and follow up on correspondence to the Sudanese government host and related institutions/bodies and facilitate solving and expediting feedback, clearances, and approval documents to ensure smooth continuity of program operations related to personnel.
  • Facilitate and follow up of the entry visas, multiple entry-exit visas, work permits, stay visas, etc. for all expat staff and short-term technical assistance.
  • Liaise with the Grants department as needed in the process of hiring any technical expertise and/or other in-kind contribution that may be necessary to implement the activity.
  • Responsible for recruitment, mobilization, and logistical management for any Transition Activities Pool (TAP) STTA.
  • Ensure timely and efficient payment of STTA consultants in coordination with the finance department.
  • Analyze and provide advice to supervisors and managers and staff members, on methods and approaches to resolve employee / employer work problems.
  • Maintain database for medical care, doctors, clinic, and emergences contact information and prepare information cards for all staff. 
  • Provide regular reports on employment contracts status and line managers recommendations, employee benefits utilizations analysis, and employees consolidated annual leave plan.
  • Maintain the utmost professionalism and discretion, and exercise good judgement when handling sensitive documentation and information.
  • Other tasks as assigned by supervisor.

Education & Minimum Qualifications:

  • A university degree (preferably advanced) related to social science or business administration.
  • Five years of work experience in international development and/or work on humanitarian programs with international organizations; previous experience with USAID-funded programs preferred.
  • Three to five years of experience with management in human resources.
  • Strong computer skills, including Microsoft office-access, word and excel.
  • Fluency in written and oral English and Arabic is required.
  • Legal authorization to work in Sudan is required.
