Nature of the consultancy: The consultancy aims to provide technical inputs, monitoring, and capacitybuilding support for the implementation of health components under IOM project at the field location level. The Health Assistant Consultant will ensure that all health-related activities are implemented in line with national health policies, IOM’s Health Programme standards, and donor requirements. The consultant will also support data collection, field coordination, and reporting to contribute to the effectiveness and quality of IOM’s health interventions.
Project Context and Scope: The Sudan Integrated Social Sector Infrastructure Rehabilitation Project
(SISSIRP), funded by the African Development Bank (AfDB) and implemented by the International
Organization for Migration (IOM), aims to improve the livelihoods and resilience of conflict-affected
populations in Sudan through an integrated approach to health, education, and water sectors. The project
responds to the urgent needs arising from the ongoing conflict, which has led to the destruction of critical social infrastructure and displacement of millions.
SISSIRP will be implemented across four target states — Aj Jazirah, River Nile, White Nile, and Sennar.
The project focuses on rehabilitating and equipping social infrastructure, restoring access to clean water
and sanitation, improving healthcare and education facilities.
Organizational Department / Unit to which the Consultant is contributing: African Development Bank
(AfDB)–funded Sudan Integrated Social Sector Infrastructure Rehabilitation Project (SISSIRP). The
consultant will report directly to the Program Officer (Health) under the overall supervision of the IOM
Program Manager and coordinate closely with the Heath team in Khartoum as relevant.
Tasks to be performed:
- Provide technical inputs for planning, implementation, and monitoring of health-related activities
under IOM projects. - Conduct regular field visits to monitor the quality, progress, and impact of health interventions.
- Support the collection, analysis, and validation of health data from supported facilities and
communities. - Provide on-the-job mentoring and training to health facility staff, community health workers, and
project partners. - Facilitate coordination with the State Ministry of Health, local health authorities, and partner
organizations. - Support the preparation and review of technical documents, including workplans, training
materials, and health facility assessments. - Identify gaps and propose corrective actions to improve service quality and compliance with
national and WHO standards. - Contribute to project progress reports, monitoring tools, and documentation of best practices
and lessons learned.
Performance indicators for the evaluation of results:
- Health activities implemented according to project workplans, technical standards, and within
agreed timelines. - Regular field monitoring visits completed with comprehensive reports and recommendations.
- Delivery of worker and community training sessions.
- Timely submission of monthly progress reports to the Programme Officer.
- Evidence of coordination and collaboration with local health authorities and implementing
partners.
Required Qualifications and Experience
Education
- Bachelor’s degree in Public Health, Nursing, Medicine, or a related health field.
- Master’s degree will be an advantage.
Experience
- Minimum of 3–5 years of experience in health programme implementation, monitoring, and
community health support—preferably with UN agencies, NGOs, or international organizations. - Experience in providing technical assistance and training to health facility staff or community health workers.
- Familiarity with national health systems and public health priorities.
- Experience in data collection, analysis, and reporting in humanitarian or development settings.
Skills
- Strong communication, coordination, and analytical skills.
- Proficiency in MS Office applications (Word, Excel, PowerPoint) and health data tools.
- Familiarity with IOM’s mandate and health programmes is an advantage.
Languages
- Fluency in English and Arabic is required (oral and written).
