Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental, and non- governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Background And Rationale:

The International Organization for Migration (IOM) and the Ministry of Foreign Affairs of the Netherlands launched the Cooperation on Migration and Partnerships to Achieve Sustainable Solutions initiative (COMPASS) at the beginning of 2021. COMPASS is a global initiative, in partnership with 14 countries, designed to protect people on the move, combat human trafficking and smuggling, and support dignified return while promoting sustainable reintegration.

The initiative is centered on a whole-of-society approach which, in addition to assisting individuals, will work across all levels – households, communities, and the wider communities. In addition to global activities, COMPASS specifically focuses on the following partner countries: Afghanistan, Algeria, Chad, Egypt, Ethiopia, Iraq, Lebanon, Libya, Mali, Morocco, Niger, Nigeria, Sudan and Tunisia.

The consultant will collect photos, video, audio and written testimonies of migrants, partners and staff in targeted locations, based on a preselection of profiles. S/he will share edited stories (a collection of videos, photos, audios and written stories, in local language and English) for each interviewee.

Creative direction will be provided by the Media, Communication, and Awareness Raising (MCAR) Unit in Dakar. The Duty Station will provide guidance in logistics, and the identification of suitable interviewees of which the consultant will select and follow up on the most interesting leads.

Consultants are allowed to sub-contract certain aspects of this assignment (ex. writing or copy editing, translation, video) for up to 30% of the overall workload. The lead consultant will act as the sole focal point for IOM.

Organizational Department:

Protection Division (PXD) – supported by the Media, Communication and Awareness Raising (MCAR) Unit at the Regional Office for West and Central Africa (Dakar, Senegal) and IOM Sudan Communications.

Core Functions / Responsibilities:

Producing audio-visual packages for the COMPASS initiative and IOM protection activities covering selected editorials and including photography, video, audio recording and written stories.

Tangible and measurable outputs of the work assignment

First deliverable – make a selection of the most interesting stories and leads, in line with COMPASS Editorials, out of a longlist proposed by IOM staff in the Duty Station and prepare the production of all audiovisual materials.

• Second deliverable – 1 migrant, 1 partner and 1 IOM staff member – all part of the COMPASS initiative – interviewed, including audio, video recordings and written notes (3 of each in total)

• Third deliverable – At least 10 photos per interviewee are collected following guidance delivered in creative brief, edited and shared with consent forms uploaded in the Community Response App – Deliverable by email by … (TBC)

• Fourth deliverable – the 3 video interviews with identified migrants, partners and staff are edited including quality B-roll following the COMPASS guidelines, COMPASS soundtracks and templates in predefined formats (see page 5 of the Guidelines: Digital Matrix) and following creative brief, with subtitles in English (SRT files). Required Qualifications, Experience, and Skills:

• Proven experience as a storyteller

• Proven skills in photography, videography, audio production, text writing and editing

• Excellent verbal and written communication skills

• Strong reporter with social skills adapted to the socio-cultural environment
