Under the overall supervision of the Head of Programs in IOM Sudan, and the direct supervision of the
Programme Support Officer, the incumbent will support the day-to-day activities of the Grants Management and Capacity Building (GMCB) unit. This includes liaising with implementing partners, donors and other stakeholders for implementing sub-grants in response to humanitarian, transition, recovery, and peacebuilding needs in Sudan, especially in hard-to-reach areas where UN agencies have limited access. The National Grants Officer will contribute to the grant management cycle -including support to partner selection, proposal review, project monitoring, grant closure, and reporting, in compliance with IOM Rules and Regulations

  1. Support the work of the Grants Management team in the allocation and administration of sub-grants, in line with IOM rules and regulations and operational needs.
  2. Assist in liaising with partners during emergencies by supporting needs identification and reviewing project proposals in line with the donor requirements.
  3. Contribute to the review of partner progress reports and highlight delays, deviations, or challenges to the supervisor and GMCB Unit.
  4. Contribute to the monitoring activities of sub-grants through analysis of partner reports, coordination with field enumerators, ad-hoc updates, follow-up on implementation issues, and participation in field monitoring visits.
  5. Coordinate with Procurement and Logistics Unit, Resource Management Unit, Grants Finance Unit and other internal stakeholders to facilitate the implementation of the sub-grants and flag issues requiring follow-up.
  6. Support the Capacity Building and Localization sub-unit to help identify partner needs and contributing to the preparation and delivery of trainings and workshops.
  7. Contribute to the review and coordination of implementing partner activities by compiling inputs, analyzing information, and sharing feedback with Programme/Project Managers in line with IOM rules and regulations.
  8. Contribute to the development and regular updating of tracking tools, SOPs and guidance materials that support grant implementation.
  9. Assist in drafting inputs for donor reports, communication materials, and other reporting requirements.
  10. Participate in coordination meetings with external stakeholders such as clusters/sectors, coordination fora, and donors.
  11. Contribute to the preparation and delivery of internal trainings to staff members, as needed.
  12. Undertake duty travel, as required.
  13. Perform other related duties as assigned.

Required Qualifications and Experience


Education

  • Bachelor’s degree in political or social sciences, Business Administration, International Relations, Law or a
    related field from an accredited academic institution with two years of relevant professional experience; or
  • Master’s degree in the above fields

Experience

  • Experience of working with grants or project implementation, preferably involving implementing partners.
  • Experience supporting emergency response or field-based activities is an advantage.
  • Experience contributing to donor reporting and project documentation.
  • Experience assisting in proposal development, budgeting, or project monitoring.
  • Experience coordinating with internal units (e.g., logistics, finance, programme).
  • Prior experience in humanitarian or development settings is an advantage.

SKILLS

  • Knowledge of IP / grant award cycle and IOM internal procedures and controls for implementing partners.
  • Basic understanding of humanitarian sectors (e.g., WASH, Health, Shelter/NFI).
  • Ability to use or learn information management and grant management systems.
  • Familiarity with project financial controls and mechanisms.

Languages

  • Fluency in English (oral and written) and Working knowledge of Arabic.
