Under the overall supervision of the Deputy Chief of Mission/Head of Programmes and the direct
supervision of the Programme Manager for the African Development Bank Project, the Project Assistant
will provide strategic and technical support to the implementation of the African Development Bank
(AfDB)–funded Sudan Integrated Social Sector Infrastructure Rehabilitation Project (SISSIRP). This
initiative, aims to restore and expand access to essential services in health, technical and vocational
education, and water and sanitation across four states (Aj Jazira, River Nile, Sennar, and White
Nile), while strengthening resilience, community capacity, and equitable service delivery.
The Project Associate (Health) will be responsible for carrying out and assisting in the implementation
of health program functions in accordance with IOM’s regulations, rules and procedures.
In particular s/he will be responsible for:


. Provide technical support to the AfDB-funded health-focused implementing partners and monitor
their activities to assure that they meet national and IOM global standards.

  1. Conduct regular visits to the project sites to verify if health projects are progressing as reported
    and as per the agreed narrative, indicators, and work plan.
  2. Participate in the assessment of potential health implementing partners to determine their ability
    to carry out project activities before grants are awarded.
  3. Draft regular monitoring reports on health sub-grantee activities and achievements to feed into
    the AfDB program’s reporting requirements.
  4. Keep track and provide reports on any challenges and delays by health-focused implementing
    partners in the field.
  5. Assist in reviewing health sub-grantees’ submitted narrative and financial reports and provide the
    Programme Manager with feedback that will directly affect the approval of partner interim and final
    reports, as well as approval of payments.
  6. Carry out follow-up visits to project sites at established intervals during implementation and after
    project completion to assess/measure degree of impact, in coordination with the Programme
    Manager.
  7. Attend Health Cluster meetings and prepare minutes of meetings for the attention of the
    Programme Manager.
  8. Assist in facilitating photo and video documentation of active projects for verification and visibility
    purposes.
  9. Contribute to the implementation of the project capacity building plan to promote the program
    among potential sub-grantees, reinforce their capacity and help potential health partners to meet
    the eligibility requirements to access the project funds.
  10. Accompany the Programme Manager, donor and/or other interested visitors to project sites,
    providing inputs on progress and overall context.
  11. Perform such other duties as may be assigned.

Required Qualifications and Experience:


Education

  • High school degree or equivalent with at least five years of relevant working professional
    experience; or
  • University degree or higher in Public Health, Medicine or a related field from an accredited academic institution with at least three years of relevant professional experience.

Experience

  • Experience working for non-governmental organizations, international governmental
    organizations or UN organization;
  • Experience in health projects planning and implementation, with reports writing skills;
  • Experience in administrative and financial management, budget monitoring, cash management
    and internal control procedures.
  • Sound knowledge of healthcare management.

Skills

  • Proactive, independent worker, team player, fast learner;
  • Good interpersonal skill;
  • Administrative and time management skills;
  • Must have strong analytical, planning skills.
  • Ability to prepare clear and concise reports;
  • Computer literate (word processors, spreadsheet, database…) and data analysis.

Fluency in English and Arabic is required (oral and written)
