Nature of the consultancy: The consultancy aims to provide technical expertise and oversight in the
design, implementation, and supervision of water supply, sanitation, and hygiene (WASH) infrastructure
interventions under the AfDB-funded SISSIRP project. The WASH Engineer will ensure that all facilities
are designed, constructed, and maintained in accordance with national standards, international best
practices, and IOM’s procedures. Responsibilities include conducting technical assessments, preparing
design documents (drawings, BoQs, specifications), supporting procurement processes, monitoring
contractor performance, ensuring compliance with environmental and safety standards, and providing
regular progress reports to IOM.
Project Context and Scope: The Sudan Integrated Social Sector Infrastructure Rehabilitation Project
(SISSIRP), funded by the African Development Bank (AfDB) and implemented by the International
Organization for Migration (IOM), aims to improve the livelihoods and resilience of conflict-affected
populations in Sudan through an integrated approach to health, education, and water sectors. The project
responds to the urgent needs arising from the ongoing conflict, which has led to the destruction of critical
social infrastructure and displacement of millions.
SISSIRP will be implemented across four target states — Aj Jazirah, River Nile, White Nile, and Sennar.
The project focuses on rehabilitating and equipping social infrastructure, restoring access to clean water
and sanitation, improving healthcare and education facilities
Organizational Department / Unit to which the Consultant is contributing: African Development Bank
(AfDB)–funded Sudan Integrated Social Sector Infrastructure Rehabilitation Project (SISSIRP). The
consultant will report directly to the Project Associate (Health) under the overall supervision of the IOM
Program Manager and coordinate closely with the engineering and procurement teams in Khartoum as
relevant
Tasks to be performed:
- Conduct technical assessments and feasibility studies for proposed WASH infrastructure sites
(boreholes, water supply systems, sanitation facilities, and drainage systems). - Prepare and/or review detailed engineering designs, BoQs, and technical specifications ensuring
compliance with IOM and national standards. - Support tendering processes, including preparation of technical documentation, bid evaluation,
and contractor selection. - Supervise construction and rehabilitation works, ensuring quality control, adherence to designs,
and compliance with health, safety, and environmental standards. - Conduct water quality testing and ensure appropriate water treatment measures are
implemented. - Collaborate with local authorities and communities to promote ownership and sustainability of
WASH facilities. - Prepare and submit monthly technical progress reports, including photographic documentation
and recommendations for corrective actions. - Conduct final inspections and prepare certification reports (provisional and final acceptance).
Performance indicators for the evaluation of results:
- Technical designs, BoQs, and drawings developed and approved by IOM.
- Construction works implemented according to approved specifications, within budget and
timeline. - Monthly progress and quality assurance reports submitted on time and approved by the Project
Manager. - Certificates of provisional and final acceptance issued upon completion of works.
- Positive community feedback on WASH facility functionality and quality.
Required Qualifications and Experience
Education
- Bachelor’s degree in Water Resources Engineering, Civil Engineering, Environmental
- Engineering, or related field (Master’s degree is an advantage).
- Master’s degree will be an advantage.
Experience
- Minimum of five years of progressively responsible experience in the design, implementation,
and supervision of WASH infrastructure projects. - Proven experience in rural or humanitarian WASH programming, including borehole drilling,
water supply networks, sanitation systems, and hygiene promotion facilities.
Skills
- Proficiency in AutoCAD, EPANET, GIS, MS Project, and MS Office tools.
- Excellent analytical, report writing, and communication skills.
- Familiarity with IOM’s mandate, procedures, and project implementation approaches is an
advantage.
- Languages
- Fluency in English and Arabic is required (oral and written).
