Support the PMR through delegated tasks and responsibilities including administrative tasks related to the coordination of work, ensuring good relationships with local and national authorities and ensuring ade-quate program management in the project, according to MSF protocols, (para)medical standards, rules of hygiene and the standard precautions  in order to ensure the delivery of quality medical care for patients and their communities as well as to improve the health conditions of the targeted population.

  • Support the PMR in the overall functioning of the medical programs in the project through delegated tasks and fully assuming the PMR responsibilities and accountabilities in case of absence.
  • Monitor and evaluate medical programs and regularly suggest improvements if needed.
  • Visit the project sites regularly in consultation with PMR to support health teams and to ensure compliance with MSF protocols and guidelines.
  • Participate in exploratory missions and situation assessments to identify healthcare needs when required.
  • Assist the PMR in the annual planning process, budget review, project proposal and reports to donors.
  • Responsible for ensuring that the HR requirements (recruitment, training, evaluation, leave management, etc.) are met for the medical team in the project.
  • Representation of MSF with MoH and other health partners as delegated by the PMR/MTL.
  • Assist in the collection, analysis and reporting of health data in the projects.
  • Assist PMR in pharmacy management and in the international medical order management.
  • Substitute doctors, nurses and paramedical staff if necessary.
  • Assist the PMR in the correct implementation of staff health policies at project level.
  • Perform any other relevant tasks assigned by his/her supervisors as necessary.

MSF Section/Context Specific Accountabilities

The Deputy PMR plays a pivotal role as the main MSF point of contact for the State Ministry of Health (SMOH). This involves direct engagement with key SMOH managers to effectively facilitate and coordinate all MSF activities in alignment with the signed MOU and the PMR’s strategic direction.

Key areas of responsibility include:

  • External Representation & Coordination: Actively participate in all relevant cluster and working group meetings that are pertinent to MSF’s operations.
  • Health Context Understanding: Develop a comprehensive understanding of the health landscape within the project’s catchment areas. This includes identifying vulnerable populations and developing a coherent and appropriate public health interventions tailored to the local context.
  • Health care System understanding: Support the PMR in gaining good knowledge of the Sudanese health system, encompassing its financing mechanisms, health delivery structures, national guidelines, and the prevailing medical legal framework.
  • Reporting & Data Management: Be directly responsible for compiling comprehensive monthly reports from all medical departments and activities. This also includes assisting in the collection of national health policy information and actively participating in the collection and analysis of epidemiological data.
  • Staff Health responsible : Ensure the application of the employee health policy for the locally hired staff , evaluate potential reference hospital structures for staff (in collaboration with Medical coordinator support )and oversee medical expenses related to consultations and hospitalizations in collaboration with line managers.
  • Ad-Hoc Support: Fulfil additional duties as requested by the PMR, which may involve covering for other Medical Activity Managers (MAMs) or conducting rapid health assessments and facility evaluations.
  • Stakeholder Engagement: Assist the PMR in fostering strong relationships with national authorities, medical institutions and both local and international NGOs.
  • Emergency Preparedness: Support the PMR in the assessment and response to potential health alerts, including outbreak investigations and other emergent health situations.
  • Outreach activities: Follow (temporarily) the activities of the mobile clinics that is supported by MSF until the end of the agreement with State Ministry of Health (end of June 2025).

Education

Medical doctor or paramedical degree. Desirable specialization or training in Tropical Medicine or related studies.

Technical skills/ and experience

Essential 2-year working experience related to the diploma/degree and previous experience in MSF in the field.

Language

Local language required; advanced or intermediate level in English (project language)
